The Holy Alliance & Quadruple Alliance were impossible to established????

The Congress of Vienna was the background of Holy Alliance & Quadruple Alliance and because of the Powers tasted they could solve the problems by discussion and cooperation. Thus, the Holy Alliance & Quadruple Alliance established.

For the Holy Alliance was impossible to establish. For the background of Holy Alliance was Congress of Vienna, each state for the Holy Alliance & Congress of Vienna have their different aims, problems and settlement.

The aims of states:

1. Russia:

  ~the ambition of Holland            ~ peace on religious basis

2. Prussia:

  ~the ambition of Saxony

3. France:

  ~wanted to legitimacy

4. Austria:

  ~kept Russia at a safe distance        ~prevent Revolutions & Prussia rose up

5. Britain:

  ~isolation policy (no common interests & enemies)

  ~prevent France & Napoleon         ~Balance of Power: dislike Russia

è each state have their self-interest and they also suspicions each others, something like, great ambition of Russia & Prussia, Austria & Britain dislike Russia, Britain did not support because the isolation policy.

è It showed that it is difficult to cooperation and be an alliance

  ~it was useless and ineffective in preserving the peace

  ~fatal weaknesses was its vagueness

  ~This Alliance was more religious than the political. It was just the religious spirit, no real settlement and the states who join no any agreement.

  ~The signatory powers to nothing at all for there was no specific condition

è Thus, it was impossible to establish

However, the Quadruple Alliance was possible to establish, not impossible.  Because it had the agreement among the great power and real settlement, disliked Holy Alliance.

It was the Congress System’s basis, because it was efficiency.

èThis alliance’s aims were ~ prevent the France

                       ~ make the peace continuous in Europe

èIt have the agreement and the settlement on the Alliance because each state had the common interest and enemies, and it had the settlement:

  ~According to agreement Britain, Prussia, Austria & Russia bound themselves to enforce the treaties of Paris for a period of 20 years.

  ~They promised to preserve the territorial boundary they had set

  ~to ensure the perpetual exclusion of Bonaparte & his dynasty from the French throne

  ~to prevent any future revolutionary uprisings

  ~the 4 powers agreed to meet “at fixed periods for the purpose of consulting upon their common interest and for the consideration of the measures which at each of these periods be considered the most salutary for the repose and prosperity of Nations and for the maintenance of the peace of Europe.

èIt went on 20 years and on this 20 years, no any chaos and revolution in France

èIt was the basic rule of the European System and make the Concert of Europe a reality.

èThis was possible to establish and meaningful
