DKJY was established by a group of friends to bring anime to the masses.
By increasing interest & awareness of the subject, we hope to expand the
audience and thus encourage commercial companies to bring in even more
titles to our shores. When it comes to anime, we believe in the creed "From
each according to his abilities, to each according to his needs."
DKJY's Sekretariat directly administers the Michigan Progressive Anime
Collective (MPAC). MPAC pools together the resources of its members to
continually acquire new anime for its readily accessible archives. MPAC is
successful because its members all contribute, in one form or the other.

For subtitlers that do not wish to become distributors, MPAC will readily
serve in that capacity.

MPAC Policies Revised 29SEP95; Updated 17FEB96
Please read this section carefully before writing to us. Most of your
questions are probably answered below.
1. TRADES
1.1 CONTRACT NUMBERS are issued to members authorized to send in videotapes
for trading credits. Email your submission/trade proposal. If the
Trade Secretary approves it, you will be assigned a contract number
based on a date in the following format: yy/mm/dd. It will be valid
for exactly one month. If you fail to get in your submissions within
the allotted time, MPAC reserves the right to cancel the contract
so that others may have the opportunity to submit those videos for
credits. UNSOLICITED SUBMISSIONS WILL BE WELCOMED AS DONATIONS.
Send tapes to the address listed in guideline 3.1.
1.2 CREDIT is granted for each videotape submitted with atleast
90 min of footage in SP mode.
1.3 TAPES that are preferred include: Maxell Gold, TDK EHG/SHG, Fuji SHG,
Scotch PHG.
1.4 LABEL the tapes. Please provide as much info as possible so that it
can be cataloged accurately for your fellow members.
1.5 REDEMPTION of trading credits is simple. Send us your wish list (sorted
in order of preference), and we will send you a videotape for each
credit redeemed. We tape in SP mode only; your tapes will always
have atleast 90 min of footage, unless you are subjected to the
Trade Retaliation policy. We will mix & match for trade redemptions.
1.6 TRADE RETALIATION policies serve to remind members to treat others as
they wish to be treated. If you send in half-empty or low-grade
videotapes, MPAC reserves the right to return the favor. Acceptable
standard grade tapes include Fuji, JVC, TDK, Scotch, and Sony.
1.7 COMMERCIAL RELEASES are generally not available for trade, but if such
releases are submitted to MPAC, credit will still be granted to the
submitter for his/her time & effort. Please support the commercial
subtitling industry by purchasing their videos, otherwise dubs may
soon be a fan's only option.

2. REQUESTS
If your submission/trade proposals are not approved, or if trading
isn't an option for you, copies from the archives may be available
at relative cost. All we ask is that you try the trading option
before ordering.
2.1 REQUEST AUTHORIZATION
You must first obtain permission to request tapes.
(1) Email your request list.
(2) Email your trading/library list.
Even if you dont currently have the capacity to copy tapes, you
should maintain an updated listing. If MPAC makes its archive
accessible to you, you are expected to return the favor.
After we reviewed your lists, well let you know if theres
anything we wish to trade for. In that case, youll be assigned a
trade contract and be allowed to order additional tapes too.
If we do not need anything from your list, then we will check to see
if there are any unassigned production units (PDUs) for the current
eight week period.If there are any unused PDUs in that time
period, you will receive an authorization number. Be sure to include
this number with your written request & reimbursement as unsolicited
and unauthorized order requests may be considered donations
as detailed in guideline 1.1. If there are no available PDUs within
that time period, your request will be denied due to excessive
backlog. You may try again after two weeks have elapsed.
If you change your mind about ordering after having been granted an
authorization number, please let us know so we can free up the
assigned PDUs for other members.
2.2 MINIMUM REQUEST SIZE is three tapes. Maximum request size is six tapes.
You may request up to six tapes per week provided you are granted
authorization to do so. List your requests in order of preference.
2.3 FLAT FEE of $6 is assessed for each videotape and includes shipping to
any continental U.S. address. The excess postage fees collected go
into MPAC's general fund, and are used for: (1) ordering direct
from subtitlers, (2) maintaining our VCRs, email account & PO Box,
(3) funding miscellaneous items such as monster cables, splitters,
mailing supplies, etc.
2.4 BLANK TAPES & MAILERS are NOT accepted by MPAC. We will helpfully refer
you to other organizations that do. Blanks & mailers sent to MPAC
will, as detailed in guideline 1.1, be considered donations.
2.5 MIX & MATCHING will be performed on orders whenever feasible. However,
if MPAC is heavily backlogged, MPAC is authorized
to simply copy an entire sourcetae. MPAC will try not to
send you videos you already possess. Therefore, it is important that
you send in regularly updated lists for your member file.
2.6 PAYMENT may be in the form of money orders, checks, and cash. Money
orders & checks should be made payable to "J. Yee". Sending cash is
not recommended, but if you must, use protective-lined envelopes and
wrap the bill(s) with a piece of colored paper. Send reimbursement
to the address listed in guideline 3.1.

3. ADDRESSES
You may contact the MPAC via email or snail-mail. Members are
REQUIRED to have an email address they can be reached at. Email for
the quickest response; it is supposedly checked daily by the Chief
Information Officer (CIO) or the Social Services Secretary (3S). Your
questions & comments are welcomed. We are continually updating this
text in the hopes that all your questions are being answered.

4. FYI
4.1 THE PECKING ORDER
Trades are processed based on the following criteria in the
following order: Member Rank, Priority Ratings within Ranks, and
Contract Dates. Orders are processed in a similar fashion. Trades
always receive priority over orders, regardless of rank.
We believe this to be a fair system that rewards performance.
The ranks (highest to lowest) are: Officer, Sekretariat,
Stehkomitee (SK), Zentralkomitee (ZK), Trade Associates (TA), and
Associates. Priority rates are high, standard, and low.
4.2 EQUIPMENT
MPAC currently employs HI-FI VHS VCRs and laserdisc players. For
minimal signal loss/deterioration, we employ "monster" cables. We
also utilize amplified splitters when appropriate.
4.3 TRADE TUTORIAL
OK, you've read the rules (we hope), but you're still wondering how
a typical trade contract goes down? It's all pretty straight forward.
(1) You find stuff in our catalog that you'd like to trade for.
(2) You let us know what titles you're interested in along with a
list of titles you have for trade. Also indicate how many tapes
you are willing & able to process per month.
(3) After we've reviewed your list, we will send you a wish list
of what we'd like to acquire from you.
(4) We will confirm with you the number of tapes to be exchanged and
expected shipping date(s). You will be assigned a contract #.
(5) Unless you have a credit-line established, your order will not
be shipped until we have received your submissions. Once your
submissions are received, your tapes will generally be shipped
the same or very next day.
That's basically all there is to it. Our system has been fine-tuned
over the past year, and we believe it to be one of the most
expedient. We have been able to successfully keep turn-around times
to under four weeks for trades. In most cases, you'll receive your
tapes within three working days after we have received your
submissions. Orders from low ranking members will take
longer (see guideline 4.1)
