Plot Summary:  

United States rockets are being misguided by an unknown entity that is using a power radio beam to redirect the spacecraft.  The US CIA believes that the entity responsible for this rocket "toppling" is located somewhere in the Carribean, near Jamaica.  The head of British intelligence in Jamaica (Commander John Strangways)  investigates on behalf of the US and is assassinated when he discovers who is behind the plot to interfere with the US rockets. Agent 007 is ordered to investigate both Strangways' murder as well as the toppling of the US rockets.
