THE ATOMIC BRAIN
aka MONSTROSITY
(1964)

An evil old hag is spending her fortuna to have an in-house mad scientist
(Dr. Frank) perfect brain transplants.  That way, she can have her grey
matter placed into a nubile young body.  The mad doctor has a nuclear
reactor in the basement - apparently, if you insert a live brainn into a dead
body, you need to activate the new concoction with atomic fusion.  The
doctor has had limited success so far - a man with a dog body who has turned
into a monstrosity, and a dead girl with a new brain, but does nothing but
walk around aimlessly.  After placing ads in foreign countries to offer
employment, 3 young girls come to the mansion.  Replete with bad accents and
idiocy, the girls are poked and prodded by the old witch, and confined to
the house, but never really try to escape.  The "homely" girl of the 3 has a
birthmark, so the old lady throws her in the basement, and later her body is
given a cat brain.  Interesting results!  And it goes downhill from there.

The movie has some interesting parts, but overall is pretty silly.  The ease
of brain transplants, and the laughable "laboratory" complete with flashing
lights and a foggy hot tub force you not to take the movie seriously.  They
use a narrator to push us through the plot and explain what's happening.
Anytime you need a narrator to tell your story, it's probably not a good
enough story to tell - just a word of advice.
