This is a made-for-TV movie (or a pilot for an ongoing series?) from the USA Network.  It was hyped as the modern day Frankenstein.  Well, it wasn't really a horror movie.  More like a crime story with the characters and themes from Mary Shelley's masterpiece.  A pair of cops are tracking an organ stealing killer that they've dubbed "The Surgeon".  Meanwhile a scarred wanderer, who calls himself "The Monster", mysteriously shows up in different places, helping the cops on their way.
 
There is a "doctor", a brilliant and successful scientist who had created the Monster, and many others, apparently, including his wife.  None of these characters are fleshed out.  The acting is pretty bad, but to their credit, they have nothing to work with - the script is horrible.  There's some gore, but not much, and certainly not much action.  The ending is a big disappointment, but probably because it was a pilot for a show and it left many things hanging.  We don't know many of the character's motives, nor their fates.  It just doesn't sit well as a standalone movie.  The only thing going for it is the idea of a Frankenstein in the modern day, and some of the cinematography/set design.  But even that got boring, as all the creepy sets looked the same, and they were all copied from Se7en.
