In a large skillet, brown the beef. Add each ingredient as listed, mixing each one in. (except for the second 8 oz. of cheese and the tortilla chips) After all ingredients are in the pot, simmer for 10-15 minutes, stirring occasionally. Lay out the chips on two lipped cookie sheets, top with the mixture and remaining cheese. Bake at 350 degrees for 15-20 minutes. Or you can use the mixture as a dip for the chips straight out of the bag. Either way, enjoy!
