In the afternoon of 19 November 1993, a severe fire broke out in the
Zhili Toy factory in Shenzhen, China. 87 workers were killed and 47 injured.
Many of the workers could escape not because factory windows were sealed and
escape routes were blocked. "According to a Anita Chan’s Troubled Water’s: "In
a personal letter (which we
obtained
and carried out of China) found at the site of the disaster, a worker who died
revealed that her Hong Kong manager had repeatedly rejected her requests to
resign." The factory owner, Hong Kong resident Lo Chiu-Chuen was jailed for
two years for negligence and released in 1995 after a nine months reduction
behavior. Only the families of fatal victims got compensation from Mainland
government. The compensation is about 20,000 to 40,000 RMB. Up till now, for
more than six years, the wounds of the seriously burnt workers are still bleeding.
They are waiting for money to undergo surgery.
