Rhoven has his room on this floor. Very few people actually bother Rhoven, unless some faerie mischief has recently victimized the covenfolk. He is the landlord of the tower and does sit in on the council meetings when he is available, even if he has no real vote.
Thomas our newly appointed autocrat and Librarian has his quarters next to Rhoven. Thomas is one of the relatively few who enjoys Rhoven's antics and doesn't mind having his quarters next to Rhoven's.
Father Edwardo has recently arrived from the village of Pasaquine and is now staying on this floor. He had negotiated with the magi for a small church on the island and it is now under construction.
