This is Manuelo from the Olsen Twins' sitcom So Little Time. Yes, the Olsen Twins got yet another sitcom. Manuelo was the inspiration for the in-joke character Anardo. Manuelo is Mary-Kate and Ashleys' Chloe and Rileys' effeminte Latino live-in nanny. Doesn't everyone have a live-nanny? Anyway, Anardo is part of the same archetype (e.g. racist sterotype) as Manuelo.
