The diversity of women's needs and interests, which vary from basic survival to aspirations of power and prestige ,hinders their collective participation in national politics and makes it difficult,if not impossible ,to implement effective government policies that appeal to all Moroccan Women.Because most Women often; do not recognize given policies as serving their interests, they are unlikely to work to accomplish these goals and may not support government efforts purportedly undertaken on their behalf. Although under current Moroccan law Women are entitled to the same economic ,social ,and political rights as men ,some of these elite-initiated priorities have not necessarily won broad support .Moreover ,inequalities remain between these rights and their exercise owing to the slow evolution of most Moroccan men's attitudes toward women and to the low level of commitment by political leaders to enforcing these rights. This rift is revealed in various ways , including discriminition in the labor market .Entrenched patterns of social behavior ways explain why women's organizations should continue to struggle for improvement of women's conditions through education ,family planning ,and economic participation. Although both international and local non-governmental organizations (and to a lesser extent the government) continue their efforts to improve women's status ,the female population that benefits from these efforts is small ,and most women must still struggle privately to imporove their own conditions Given these circumstances, we shall focus on the three policy areas of education ,family planning ,and economic participation, considering the successes and failures of these programs, particularly in light of the elitist of origins of issues and policies. The creation of several women's organizations with specific roles may contribute to abetter definition of needs of various kinds of Women.Given the economic and social conditions of Morocco and the persistence of traditional attitudes toward the emancipation of Women ,the success of implementing egalitarian policies requires that more women and men participate in the decision-making process. The women of Morocco deserve a better level of representation and commitment. |
