Rule and By-Laws Approved and signed by the Chairman, Secretary and signed by the State Scouts Commissioner as verification in 1998. The objectives, registration, administration, membership, annual general meeting, representatives in State and Federal Level, representative in conference of BP Guild Malaysia, amendment of rules, and financial year and account are described in this document.

Formation
1. Objectives
The Council of BP Guild, Penang (hereinafter called "the Council") is formed :-

1.1 to promote the spirit and welfare of the Scout Movement;
1.2 to serve as a coordinating body among the B-P brotherhoods and Guilds in Penang ;
1.3 to promote fellowship, goodwill and understanding among the BP Brotherhoods and Guilds in Penang ;
1.4 to undertake projects in the interest of the Scout Movement and the Community ;
1.5 to open opportunities to adults who are non-scouts who are interested and willing to get involved in the Scout and Guild Movement ;
1.6 to aim in providing friendship, fun and recreation, character development, good citizenship and social consciousness.

Penang State Scout Council and Council of BP Guild, State of Penang members met Chairman of Sabah BP Guild Datuk Godfrey R Lim on 19 April 2003 in Vistana Hotel upon Datuk Godfrey Lim's request.

Datuk Godfrey R Lim is a former Sabah Scout Commissioner as well as Delegate to the National BP Guild Seminar 2000 Kuching, Sarawak. He is attending the 41st Multiple District 308 Lions Convention to be held at the Hotel Equatorial, Penang, being a board member of the District 308 A2. He has been awarded the excellent president award during the Lions Convention dinner here.

Datuk Godfrey Lim and Datin met with Mr Lim Cheng Chuan, Vice President of Penang State Scout Council and Honorary Secretary of the Council of BP Guild, State of Penang as well as the Organising Chairman of the 2nd National BP Guild Seminar 1996 Penang,

Mr Khoo Yeoh Gan Hong, the Honorary State Scout Commissioner and former Penang State Scout Commissioner as well as a speaker in the 4th National BP Guild Seminar 2000 Kuching, Sarawak,

The Penang State Scout Commissioner and Mr John Loo, Assistant State Scout Commissioner extend their apologies for being unable to meet with Datuk Godfrey and Datin.

Datuk Godfrey shared with us the challenges in the scouting movement in Sabah and organising the National BP Seminar 2002/2003 in Sabah per the majority resolution in the National BP Guild Seminar 2000 Kuching, Sarawak. We shared our experience in the BP Guild affairs and the National BP Guild seminars we have helped organised and participated since 1996.

We have shared our experience to have a more effective and efficient alternative to overcome the challenges in establishing the BP Guilds and to plan for a successful National BP Guild Seminar 2002/2003.

The Acting State Scout Commissioner Mr KHOO_YEOH Gan Hong and the Chairman of the Council of BP Guild, Penang Ir CHEAH It Tee are arranging a visit to the interested organisations offering air scouting knowledge, skills and practices development.

Plane-balloon test flight

Let's decide to organise The Plane-Balloon test flight for our crew/team.
The event is going to take place in Setpember,, 1999.

The idea is to invite all interested to enter this team/individual event at their own risks, liability, responsibiities and expenses.

The Plane-balloon test flight will begin when and where the participants will be building their PAPER aircraft. These must be able to carry a weight of an egg [ grade A ] when launched off from a height equivalent to the lower balcony of the Imperial College Queen's Tower.

These must also be able to SAFELY land the balloon. The balloon surface must first touch and continuously in contact with the ground upon the craft landing
The balloon type is the commercially available type, blown with air to expand from the initial size of 150mm by 70mm to the flight size of 300mm[major axis]

The test flight would be recorded for flight time, the horizontal distance from the starting line to that of stationary landed craft nose, the direction magnetic compass ] in degree bearings from the magnetic north, the condition of the balloon and of the weight representing the egg.

More test flights are planned. Similar events are being planned.

4th National BP Guild Seminar Promotional visit by the seminar organising committee

We were honoured to have the Organising Committee of the 4th National BP Guild Seminar visiting Penang for 2 days on the 8th and 9th May 2000. The Organising Chairman of the Second National BP Guild Seminar, Mr Lim Cheng Chuan, [ who is also a Vice President of the Penang State Scout Council ] and members of the Council of BP Guilds, State of Penang hosted the visiting delegation to a luncheon meeting at the Tun Abdul Razak Complex before Mr Raymond Tay and three members of his organising committee travel further north for a well deserved holiday.

On that 8th May 2000 evening, the Chairman and the Past Chairman of the Council of BP Guild, State of Penang, hosted the Charity and Community Service Project Committee Chairman, Mr Tan, of the 4th National BP Guild Seminar organising committee to a dinner meeting at the Tanjung Plaza.

The next evening, 9th May 2000, the Chairman, the Deputy Chairman and the Past Chairman of the Council of BP Guilds, Penang met with the Organising Chairman and four members of organising committee in the Hotel Grand Continental. The Penang State Scout Commissioner, Mr Khoo Yeoh Gan Hong, and the Penang State Assistant Scout Commissioner [ BP Guilds ], Mr Chye Onn Teik, were invited to grace the meeting.

Furthermore, Mr Khoo Yeoh and I invited Mr Tay and his committee to visit the State Scout Headquarters together with all present. This was an excellent opportunity to photograph the group at State Scout Headquarters for a good memory of scouting and BP Guild fellowship.

I trust that the sharing of knowledge and experience on the organising aspects of the National Seminar with the Second National Seminar organising committee and the various aspects of the BP Guild have been beneficial to the Organising Committee of the 4th National BP Guild Seminar. In fact, we are prepared to help in whatever ways we possibly could to make this 4th National BP Guild Seminar much more successful. This is truly our scouting practice to always improve on our past experience.

The Penang State Scout Commissioner and I would appreciate very much if this cooperation could be strengthened further when the BP Guilds, eg the Kuching Chin Che BP Guild, could participate in the panel of judges during the JOTA-JOTI, 20th to 22nd October, 2000.

In addition, I would also extend an open invitation to all the BP Guilds and their members and families as well as friends to join in the World BP Day Treasure Hunt during that weekend 21st/22nd October 2000. Moreover, all are most welcome to celebrate the World BP Day 25th October 2000 with the Scout and Guide Fellowship Dinner in Penang.

Net Gain : a talk presented by Mr Kho HM, Silicon Communications, under the auspices of the Imperial College Alumni Association, Malaysia and Portsmouth Penang Center Fellowship to the Council of BP Guild, Penang, Malaysia.

summary/synopsis

The topic title is "Net Gains". The speaker, Mr Kho, explained how the Net came about and how it evolved. Following the introduction,he showed the audience how the Internet has impacted the ways we live, we work and we entertain ourselves. There were some real-life examples, illustration, and some brief case studies. He then spoke about how the Net could transform the competitive landscape of companies and nations.

The Installation of the Executive Committee and members of the Council of BP Guilds, Penang, elected in the Annual General Meeting 1997 of the Council on the 31^st March 1998 was witnessed the State Scout Commissioner, Mr LIM Eng Ghee and the State Guide Commissioner, Ms CHAN Kit Sin.
The Council reiterated the Scout Promise and committed to achieve the objectives stated in the Constitution and the pledges made during the National BP Guild Seminar 1996.

JOB SUMMARY:

Promoting the growth of the BP Guilds and Trefoil Guilds [ Scout and Guide Fellowship ] as an effective body of active BP Guilds and Trefoil Guilds for Leaders and Scouting and Guiding activities in Groups, Districts, Counties and Areas.

Encouraging an effective link between Assistant County/Area Commissioners (BP Guilds and Trefoil Guilds [ Scout and Guide Fellowship ]) and Headquarters.

MAIN ACTIVITIES

Advising the National Commissioner for BP Guilds and Trefoil Guilds on the future development of the BP Guilds and Trefoil Guilds [ Scout and Guide Fellowship ]

Acting as the lead volunteer for the BP Guilds and Trefoil Guilds [ Scout and Guide Fellowship ] nationally

Promoting acceptance and understanding of the role and value of the BP Guilds and Trefoil Guilds [ Scout and Guide Fellowship ] within the framework defined by the Committee of the Council

Operating a National BP Guilds and Trefoil Guilds [ Scout and Guide Fellowship ] Team to facilitate communication and effective decision making (2 meetings annually)

Contribute, as a member, to the work of the National Team for BP Guilds and Trefoil Guilds (2 meetings annually)

Contribute, as a member, to the work of the BP Guilds and Trefoil Guilds Core Team (4 meetings annually)

Contribute to the forum of the National Commissioners and lead volunteers of sub-groups (2 meetings annually).

Contribute to annual P&D sub-committee meeting to which National Commissioners and lead volunteers of sub-groups are invited

Maintaining communication with Fellowships through the usual channels and liaising with all National and HQ Fellowships

Maintaining good relationships with the Rover Scout and Ranger Guide Section National Commissioners and encourage close liaison with Rover Scouting and Rangers Guidling

Maintaining good working relationships with the BP Guilds and Trefoil Guilds Office staff

Maintaining good relationships with the youth organisations, The Chairpeople of the youth organisations and encourage close liaison with youth organisations.

Attending Youth Organisations meetings ( meetings annually )

Nominating a BP Guilds and Trefoil Guilds [ Scout and Guide Fellowship ] member to be the NATIONAL Scout Association's International secretary for ISGF (to be done in consultation with other appropriate HQ volunteers/staff)

Representing the NATIONAL Scout Association and Guide Association with the International Secretary for ISGF at Regional and World Conferences of ISGF and other meetings of ISGF as considered necessary and as costs allow

Promoting knowledge of International Scout and Guide Fellowship (I.S.G.F.)

TERM OF OFFICE:

To be agreed with the National Commissioners for BP Guilds and Trefoil Guilds.

PERSON SPECIFICATION:

The suitable candidate will need to be able to:

Communicate effectively with people of all ages
Think and plan strategically at a National level
Demonstrate an understanding of the BP Guilds and Trefoil Guilds [ Scout and Guide Fellowship ], its role and operation.
Perform effectively as a public speaker
Work effectively as a team leader, team member and committee member
Devote time to the role (11-14 regular meetings plus visits, events etc.)
Travel extensively around the NATION.
