Possibly influenced by IHRAAM's Petitions under Special Resolution
1503, the United Nations empowered a UN
Special Rapporteur on Racism, who made a tour of investigation
to the United States in October 1994, and held a series of consultations
with government officials and human rights organizations.
IHRAAM
representatives regularly attend special meetings of the U.N. Working Group on Minorities,
as well as sessions of the U.N. Human Rights Commission and Sub-Commission on
the Protection of Human Rights. IHRAAM also facilitates the interventions of
other groups and individuals.

The Petition concerns Gary T. Graham,
sentenced to death for an offense committed as a juvenile, in
the context of past and ongoing
gross violation of the human rights of African-Americans. Gary
T. Graham was executed in July, 2000 despite international protest.
