Millennia ago the Administratum co-operated with the Inquisition in the creation of a special sub-organisation with the purpose of making sure that the general public did not find out more than they need to know, combining and concentrating the efforts of all the previously separate groups working towards these ends. This department was to be known as the Ministry for Moral Truth. Reports were to be fabricated or suppressed; databases and libraries were to have all information deemed dangerous turned over to the Ministry and dissenting voices were to be silenced. Although officially an Administratum division the Ministry actually comes under the auspices of the Inquisition's Ordo Hereticus, with the Inquisitor Lord overseeing it taking for himself the title of the Minister for Moral Truth. The role of Minister for Moral Truth is, however, mostly supervisory and does not replace his/her other duties.

Born to Administratum scribes who died in a traffic accident when hew was eight standard, Arakelen Dumont would normally have been destined for the Scholasta Progenium, however his psychic potential was detected and he was instead handed over to the Adeptus Astra Telepathica. Deemed strong enough to serve he was put through the Scholasta Psykana, where his skill with both mental and physical combat and his keen and sharp mind marked him out as a possible Inquisitor.

After completing training as an acolyte in the service of the Ordo Hereticus on Talsa Prime, Interrogator Dumont was assigned to the respected Amalathian Inquisitor Oteneman Craseau, later completing his time as an Interrogator under Inquisitor Melin Turhan after Craseau's untimely death.

At the age of thirty-six standard Dumont achieved the rank of Inquisitor, beginning a long and illustrious career. His first assignment in this capacity was the capture of general Simet, whose loyalty was being questioned by certain members of the Imperial Guard high command. Acting in concert with Inquisitor Matrent and Inquisitor (Later Inquisitorial Representative) Rotento, the operation was an undeniable success, although Inquisitor Matrent was grievously wounded and later rendered himself to his wounds. (It should be noted that general Simet was later found guilty of heresy and treason and executed for his crimes.) Other particularly notable incidents include the overseeing of the purification of Kovet III and the successful elimination of the heretic Cardinal Motrab.

Dumont later ascended to the rank of Inquisitor Lord, taking the position of Master of the Ordo Hereticus Govencran after Lord Zamiston resigned due to failing health. Although most of this period was spent dealing with the administration and control of the Govencran sector's Ordo Hereticus, Dumont still took a personal interest in several field actions, of which the incident on Ingrix was the most notable. He also assumed the title of Minister for Moral Truth during this period, a title which he has since retained, making him the leader of one of the galaxy's most wide-reaching propaganda and data suppression aggregates.

Although by the time of the incident with the renegade Judge Hidoshi Dumont was in his late six hundreds he still displayed considerable energy and fortitude during the firefights which ensued through the streets of Valastair's capital city, inflicting at least fifteen personal kills with a combination of sword; pistol and psychics. It was here that he suffered the injury which removed his leg, Judge Hidoshi's Xenos weapon removing it entirely and damaging the nerve fibres to the extent that a biological replacement was impossible. The leg was later replaced with a Gryphon MK XIIC augmentative bionic, which he has retained to the present day. In recognition of his accomplishment the elite Darkstorm Inquisitorial Stormtrooper regiment gave him the honorary position of Second Prime (Equivalent to Lieutenant Colonel) and he was awarded the Seal of the Grand Provost Marshal by the grateful Adeptus Arbites.

Not long after this incident Lord Feffman was given a the position of Inquisitorial Representative, leaving his post as of Master of the Ordo Hereticus Talsa vacant. This post is a special case, in that Talsa is an Inquisition run world which does not have sector oversight duties, Talsa acts as a co-ordinating centre and a base for troubleshooting units throughout the southern reaches of the Imperium. The Master of the Ordo Hereticus Talsa will control these assignments and is obligated to take personal command of the most crucial or difficult of these operations.

Despite opposition from the extreme left wing of the Inquisition, who were sponsoring their own Lord Gorvat for the post, Dumont was elected, taking the traditional rank of Honorary Commodore of the Talsan fleet and selecting the Mars class battlecruiser Inevitable Truth as his operational flagship.
