Overview: Born to parents Tobias Sloan and Iliana (Melkini) Sloan, both manufactorum workers, on Natrang hiveworld, Iuris Sloan joined the Adeptus Arbites upon completion of base-level schooling at the age of 16 standard. He progressed through the ranks, reaching the rank of Proctor by the comparatively young age of 37 standard. He earned the Arbites Award for Conspicuous Valour and the Jewel of Natrang during his service.

This came to an end on 3369260.M41, when a genofixed pathogen was released into the air supply of spire 3 and causing over 24,000,000 casualties, including all but five of the spire's Arbitrators. Further contamination was only avoided by the unusual design of the Natrang hives, where every spire has an independent air supply and sectors and levels can be sealed off by the primary hive control. Sloan and four other 14th precinct Arbitrators were engaged in the transport of penitent battalions to their waiting troopships, and so escaped the fate of their teammates. The Order of Degradation claimed responsibility for this depravity, proclaiming to the population that it was a gesture of Nurgle's fondness for the world.

After this catastrophe Sloan took the Oath of Codified Vengeance, becoming a Special Persecutor by the authority of Marshal Primaris Dorgat of 1st precinct spire 1. Although he has not succeeded in completing his vow, he has assisted in several other cases, notably the repression of the "Free Halven" insurrection and the successful incarceration of the renegade Judge Hidoshi of Valastair.

It was the incident with Judge Hidoshi which brought him to the attention of the Inquisition. Noting both his skill in combat and his impressive investigative abilities, Inquisitor Lord Arakelen Dumont of the Ordo Hereticus requested that Sloan accept attachment to his staff. Reasoning that this would allow both greater resources and greater service to the Divine Emperor, and lacking in any leads to the Order of Degradation, Sloan accepted the offer, becoming an agent of the Ordo Hereticus.

Special Persecutor: A member of the Adeptus Arbites who survives the near-total destruction of his precinct, or other assigned unit, will often take the Oath of Codified Vengeance. In this s/he swears to track down the person, persons or entity responsible for the deaths of his/her comrades. An arbitrator who has taken this oath is known as a Special Persecutor, and granted weapons and equipment of his/her choosing before leaving to peruse his/her quarry. A Special Persecutor will also act to confound the machinations of any foes of the Imperium s/he may encounter on his/her quest.
