Article 19 - Proclamations
| 19.01 | Imperial proclamations shall not infringe upon the Constitution. |
| 19.02 | Imperial proclamations that infringe upon the By-laws must be ratified by the Executive. |
| 19.03 | The Emperor and Empress may each make two (2) proclamations, which include lifetime and Ultima titles during their reign. |
| 19.04 | All proclamations shall be approved in writing by the College of Monarchs and ratified by a seventy-five (75) percent vote of the Executive Council. |
