All persons who wish to seek election as either Emperor or Empress shall be required to submit an application form that is provided, no less than sixty (60) days prior to the election date, accompanied with the required application fee. Upon receipt of the set fee each candidate shall receive an elections document detailing the requirements of a candidate. The fee shall be set annually by the Executive. [10.03] |

Any Executive member seeking candidacy for Emperor/Empress does not have an Executive vote on issues regarding elections or campaigning at Executive meetings, thus retaining only a general vote at General meetings regarding these issues. The Chairperson must step down from any issue regarding elections or campaigning if seeking candidacy. [10.03] |

All applicants shall be interviewed by a quorum of the Executive and the College of State to ensure that they have an understanding of the responsibilities of the position. Interviews shall be held no less than forty-five (45) days prior to the election date. [10.03] |

This interview shall be held without the current Emperor or Empress in attendance and shall be chaired by a member of the College of State, appointed by the College of State. [10.03] |

If a majority of the Interviewing Board feel the applicant is prepared to undertake the responsibilities of the position, they shall accept the application and permit the applicant to seek election as either Emperor or Empress, for that election. [10.03] |

All applicants shall be notified as to the acceptance/rejection of their candidacy within seven (7) days of completion of the interviews, by the Chairperson of the Interview Board, after a secret vote has been taken. If any candidate is not accepted the fee shall be refunded. [10.03] |

Should there be only one (1) candidate for the position of either Emperor or Empress, a "yes/no" referendum will be held to determine the acceptance of the candidate. A candidate for Emperor or Empress will be deemed elected by the referendum only if they receive a greater number of "yes" votes than "no" votes. [10.07] |
