The conclusion of the Ottoman war released Russian forces for Czar Peter to open a Russian Window to the West in the Baltic, while the recent accession of August II, Elector of Saxony, as King of Poland marked the arrival of an ambitious player in Baltic diplomacy. However, the most active role in negotiating an anti-Swedish alliance was taken by King Friderich IV of Denmark.

Danish attempts over the previous quarter-century to reconquer Scania and to dominate Holstein-Gottorp had suffered from the lack of diversion of Swedish strength to the eastern Baltic.
August II of Saxony-Poland hoped to gain Swedish Livonia and use it as the basis for establishing a hereditary Saxon dynasty in Poland and Peter the Great wanted access to the Baltic through Swedish Ingria.
It was therefore agreed that in 1700 August II would invade Swedish Livonia from Courland, Friderich IV would invade first the Swedish ally Holstein-Gottorp and then southern Sweden and Peter would invade Swedish Ingria.

About CASUS BELLI - Magna Bellum Borealis 1700-1721: This scenario was my very first and contained quite a few bugs and historical inaccuracies in its earlier versions.
A few historical and geographical flaws still remain even in this last version, but the playability doesn't suffer from it.
INFORMATION BEFORE DOWNLOADING:
To install and play this scenario, create a new folder in the Civ2 Scenario directory,
I recommend naming it "Casus Belli" or likewise, and download the zipped file from this site.
PLEASE NOTE:
This Scenario will ONLY work if you've got the MGE add-on for Civ2.
It will NOT run under the regular version of Civ2, the CiC, nor the FW add-ons.
