What is the Vigilance Alert System ( VAS ) ?
Vigilance Alert System ( VAS ) is an Internet based system developed for the benefit of the trading community as well as the general public for the lodging of grievance against officials working in various departments under CBEC. The system can be accessed from anywhere in the world through Internet and is Free of Cost, Confidential and has been designed for speedy disposal of the grievance without any paperwork.
What is the objective of the Vigilance Alert System ?
Vigilance Alert System ( VAS ) intends to dispose genuine grievances as well as bogus complaints speedily. It eliminates the time lag between the lodging of a complaint and the investigation of the same even before the crime becomes clueless. This speedy disposal also ensures that a baseless complaint does not take up the time of the investigating officers, thus making genuine complaints lying unattended for long time.
How can the Vigilance Alert System be accessed and used ?
Vigilance Alert System ( VAS ) can be accessed from any computer connected to the internet. The user should start up his web browser and type the address of the VAS site which is http://203.197.223.195/vas . When the site is loaded, the user has to click on the link which says " Have a complaint ? CLICK HERE ". This takes the user to the VAS : Customer screen. The left side of the screen has the following options :A new complainant has to register with the system at the first instance by clicking the " New Users " link. The right side of the frame then brings up the User Registration Form. The user has to fill up his particulars in the form along with a password of his choice, which will be required later. Upon registration, the user will be assigned a UserID, which he should write down, as it will be required every time he logs on.
Next, the user has to click on " Logon VAS " and enter his UserID and Password at the appropriate boxes to Log into the system.
Once the user logs in, he can lodge a complaint by clicking on the "Complaints" link . In the appropriate box, the text of the complaint has to be written. Then the user has to select the name of the appropriate officer from the pulldown menu to whom he intends to send the complaint. Finally, the user has to click on the "Send" button to forward the complaint to the officer of his choice. An ID Number of the complaint will be given by the system to him for future reference. As far as possible, the user should ensure that the officer of his choice is the appropriate officer who can deal with his grievance, so as to avoid delay. However, the system supports forwarding of complaints by officers; so a complaint lodged to the wrong officer will be forwarded to the proper officer eventually.
From time to time after sending the complaint, the user should log in and click the "Responses" link. If the investigating officer wants any further information from him, a message will come here with the ID Number of the complaint. The user can then click on the message to view the message and then send his appropriate response to the investigating officer. The user can also view the status of his complaint, i.e. whether it is under processing or has been disposed off or with which officer it is pending at that moment. If the case has been closed, the response and reasons for closing the case, as well as the name of the officer closing the case, can also be seen here.
The " Options " link enables user to change his password etc. Further information on VAS is available by clicking the " More Info " link. After every session, the user should log out of the system by clicking on the " Log Out " link.
How does the Vigilance Alert System function ?
Vigilance Alert System ( VAS ) has a centrally located database at New Delhi which is accessible through the Internet from anywhere in the world. A new complainant has to register with the system at the first instance. He can then lodge a complaint using the methods described above and forward it to the proper officer, selecting his name from the menu. All officers of CBEC - Assistant Commissioner and above, will ultimately be listed in the menu. So a complainant can forward his complaint to any officer of rank Assistant Commissioner or above, anywhere in India. The officers, in turn, will have their own VAS account, which they will check regularly. Any complaint lodged to a particular officer will appear in his account. If the officer fails to attend to the complaint for a specified amount of time, the complaint will be automatically forwarded to the next higher officer after that specified period. An officer can view the matter of the complaint, initiate an investigation himself or forward the complaint to a higher officer (or the appropriate officer), if required, along with comments. The forwarded complaint, in turn will appear in the account of the higher officer immediately. The officer can also ask for more information from the complainant. In this case a message will be sent to the complainant's account which the complainant can view by clicking on the appropriate message bearing the complaint ID Number. He can then type his response and send the information back to the Officer. The complainant at any point of time will be aware of the status of his complaint and the authority with whom the complaint is pending. Any officer can close a case after proper investigation. While closing a case, the officer has to write the reason for closing the case etc. which can be viewed by the complainant.
