Former Chief Palestinian Negotiator to Issue Warning to Israel About Right of Return for Palestinian Refugees

Friday, April 21 at 10:00 am press conference at the National Press Club, 14th and F Street NW, Washington DC in the Lisagor Room, 13th Floor.

In the face of Israeli demands that Palestinian refugees not be allowed to return under any peace agreement, elder Palestinian statesman and former head of the Palestinian negotiating team to the Madrid and Washington talks, Dr. Haidar Abdel Shafi will issue a stern warning to the Israeli government regarding the Palestinian right of return and restitution.

In addition, Francis Boyle, Professor of International Law at the University of Illinois, will discuss legal alternatives for the Palestinian people relating to the Oslo Accords and building on precedents set by the international community's intervention on behalf of Kosovar refugees. As far as the Palestinian people are concerned, the rights to return and restitution are the most central issues in the current peace negotiations between the Palestinian Authority and Israel.

Both Dr. Abdel Shafi and Professor Boyle are board members of the newly-formed Council on Palestinian Restitution and Repatriation (CPRR). Dr. Abdel Shafi is one of the most respected personalities in Palestinian politics and is considered to be the unofficial spokesperson for the Palestinian people. Professor Boyle served as the legal advisor for the Palestinian delegation to the Middle East negotiations from 1991 to 1993.

Dr. Abdel Shafi and Prof. Boyle are also available for a limited number of interviews. CPRR was created in response to growing Palestinian concerns that the outcome of final status negotiations will not resolve the refugee crisis --a crisis which has spanned 52 years. CPRR provides legal aid to Palestinians in achieving their rights and has, since its creation in December, gathered tens of thousands of signatures for its petition affirming these rights.
