Constitution of the FIoJ
This document is quite large, so use the table of contents to quickly jump to the area you would to read. In the future, you will be able to download the current constitution and the historic one. The current one is the one on this web page.
Exactly five
non-ammendment changes have been made to this document. One, the hours
in a day has been increased to the rightful number of 24 (from 12, for
some odd reason). Two, all referenses to the center of government are now
spelled "capitol" (from "capital). Three, several section numbers have
been renumbered to reflect proper order (some where misnumbered) Four,
all references to the Flying Islands of Jasonia have been changed to Aeronesia.
Five, all references to Aeronesia were changed back to the Flying Islands
of Jasonia.
Two ammendments
have been added. They are listed at the bottom of the document.
Section One: Appointment of the President
1. Whenever a President is found unable to continue being President, a new President must be elected within a week.Section Two: The President’s PowersA. If a new President is unable to be decided upon within a week, the Chief of Staff will take over as a temporary president until elections of a new President are complete.2. The President is elected through an open vote of all citizens to elect willing candidates.
3. Upon completion of the vote, the new President takes office at 12:00 PM EST the next day.
1. The President appoints the Chief of Staff, Commander in Chief of the military forces, and departments of the ministries of the Flying Islands of Jasonia.Section Three: Removal of the President
2. The President may dismiss at any time any person he is capable of appointing with 25% support of the citizens.
3. The President regulates the voting procedure to make sure it is proceeding in an orderly and civilized fashion.A. The President may appoint an assistant to help regulate the voting procedure.4. The President may act as a foreign diplomat if such a person is not available.
B. The President may dismiss this person at any time with no vote required.

2. Causes for removal of the President:A. The President is found guilty of violating this document of The Flying Islands of Jasonia's Bill of Rights.3. Upon being accused of an offense that is cause for removal, a vote must be called. If 65% or more of the voting citizens find the President guilty, a hearing must be called.
B. The President is absent/is inactive for an excessive amount of time.A. The hearing will function like a normal criminal court case.4. If the President is found guilty, he or she immediately loses office.
Section One: Appointment of the Legislature
1. The Legislature consists of all current unbanned citizens of the Flying Islands of Jasonia.Section Two: The Legislature’s Powers
2. All citizens are automatically part of the legislature.
3. All citizens have exactly one vote in all legislature voting issues.
1. The Legislature votes to recognize other micronations.Section Three: Removal of the Legislature
2. The Legislature votes on acceptance of new laws
3. The Legislature votes on The Flying Islands of Jasonia’s admittance to any multi-micronational organizations.
4. The Legislature votes to accept major diplomatic treaties with other micronations.
5. The Legislature votes to merge the Flying Islands of Jasonia with any other nation.
6. The Legislature votes to repeal any of the votes it is capable of concluding.

2. Legislative power is given to the President to do with as he or she sees fit.
3. The President may reinstate the Legislature at any time he or she sees fit.
Section One: Appointment of the High Judge
1. The President may appoint a High Judge as he or she sees fit.Section Two: The High Judge’s Powers
2. If the citizens wish it, a vote may be called to appoint the High Judge.A. If a vote is called to appoint the High Judge, the President can not dismiss the High Judge.
1. The High Judge determines the constitutionality of all laws passed by the Legislature.Section Three: Removal of the High JudgeA. The President and the High Judge may appoint up to three lesser judges to aid in this task.2. The High Judge acts as the judge during court cases.

Act IV
The Commander in Chief of the Flying
Islands of Jasonia's Armed Forces
Section One: Appointment of the Commander in Chief
1. The President may appoint the Commander in Chief (henceforth referred to as the CinC) as he or she sees fitSection Two: Powers of the CinC
2. If the citizens wish it, a vote may be called to appoint the High Judge.A. If a vote is called to appoint the High Judge, the President can not dismiss the High Judge.
1. The CinC is the only one that can move for an official declaration of war against a micronation that has not directly attacked the Flying Islands of Jasonia.Section Three: Removal of the CinCA. If a micronation has attacked the Flying Islands of Jasonia, the CinC and President may both agree to declare war.2. The CinC is responsible for the defense of all citizens in the Flying Islands of Jasonia from outside threats.
B. In such a situation, no vote is required.
3. The CinC is responsible for the deployment of The Flying Islands of Jasonia's Armed Forces.A. The CinC may hand down deployment orders to whomever he or she sees fit in the ranks of the Flying Islands of Jasonia's Armed Forces4. The CinC is responsible for the training of all citizens in the the Flying Islands of Jasonia's Armed Forces.

Act V
The Department Heads and Chief
of Staff
Section One: Appointment of the Department Heads
1. The President or Chief of Staff may appoint Department Heads as he or she sees fit.Section Two: The Chief of Staff
2. If the citizens wish it, a vote may be called to appoint any or all Department Heads, including Chief of StaffA. If a vote is called to appoint any Department Heads, the President can not dismiss the Department Heads.
1. Powers of the Chief of StaffSection Three: The Powers of the Department HeadsA. The Chief of Staff is responsible for the efficiency of the departments of Aeronesia.
B. The Chief of Staff may call for the removal of any of the Department Heads.

Act VI
The Flying Islands of Jasonia's
Diplomatic Corps
Section One: The Members of the Flying Islands of Jasonia's Diplomatic Corps.
1. The Diplomatic Corps are lead by the Head of Diplomacy.Section Two: The Powers of the Head of Diplomacy
2. The Diplomatic Corps consist of the Head of Diplomacy and one ambassador assigned to every micronation the Flying Islands of Jasonia recognizes.A. A single citizen may be the Head of Diplomacy and any number of ambassadors.3. Special citizens may be called into the the Flying Islands of Jasonia's Diplomatic Corps as moderators as the Head of Diplomacy sees fit.
B. A single citizen may serve as multiple ambassadors.
1. The Head of Diplomacy appoints the ambassadors to the the Flying Islands of Jasonia's Diplomatic Corps as he or she sees fit.Section Three: Powers of the Ambassadors
2. The Head of Diplomacy is responsible for all diplomatic events between the Flying Islands of Jasonia and any other micronation.
3. The Head of Diplomacy may sign bilateral treaties of recognition between the Flying Islands of Jasonia and any other micronation on good standings with the Flying Islands of Jasonia.
4. The Head of Diplomacy is responsible for presenting larger diplomatic offers to the Legislature.
5. The Head of Diplomacy may dismiss any ambassadors in the the Flying Islands of Jasonia's Diplomatic Corps as he or she sees fit.
1. The Ambassadors are responsible for the Head of Diplomacy knowing all events in their respective country that may effect the Flying Islands of Jasonia, including diplomatic offers.Section Four: Powers of foreign diplomats
2. The Ambassadors are responsible for maintaining a diplomatic presence in their respective country’s embassy.
3. The Ambassadors may sign bilateral treaties of recognition between the Flying Islands of Jasonia and any other micronation on good standings with the Flying Islands of Jasonia.
1. A foreign diplomat from a country the Flying Islands of Jasonia recognizes must be treated with respect.(Back to the table of contents)
2. A foreign diplomat from a country the Flying Islands of Jasonia recognizes must be given an embassy in the Flying Islands of Jasonia to conduct diplomatic business.A. The embassy is part of this diplomat’s country’s territory and is not subject to any Flying Islands of Jasonia laws.3. A foreign diplomat from a country the Flying Islands of Jasonia recognizes is given diplomatic immunity to the Flying Islands of Jasonia's laws.
4. A foreign diplomat from a country the Flying Islands of Jasonia recognizes’s diplomatic immunity and welcome may be revoked within the Flying Islands of Jasonia's territory.A. A Legislative vote and trial are required to revoke the diplomat’s diplomatic immunity.
B. If a diplomat’s diplomatic immunity is revoked within the Flying Islands of Jasonia, that diplomat is no longer welcome in the Flying Islands of Jasonia's territory.
Act VII
The Department of Peace
Section One: Members of the Department of Peace
1. The Department of Peace is led by the CinC of the Flying Islands of Jasonia's Armed ForcesSection Two: Powers of the CinC
2. The Department of Peace consists of the CinC and all military units.A. A single citizen may hold only one rank in the Department of Peace.3. Citizens may be drafted into the Department of Peace.A. The Legislature must vote to allow a draft in times of crisis.
B. The Legislature decides the conditions of the draft.
C. At the end of the time of crisis, all citizens drafted are free to leave the Department of Peace.

Act XII
Cities in the Flying Islands of
Jasonia
Section One: Allowed Cities
1. Currently, the Flying Islands of Jasonia Government allows the building of cities, but in a controlled manor.Section Two: Immigration/Emigration between cities
2. The allowed cities are as follows:A. Jasonia Palace (Capitol, Nelaga Island)3. The following locations may be used as cities for citizens that wish to be closer to their places of work:
B. Enhasa (Maraguo Island)
C. Kajar (Nelaga Island)
D. Thassala (Nelaga Island)A. The City of the Sun (City of the Sun Island)
B. Anywhere on Amity Island (Amity Island)
1. A citizen may transfer between two cities at any time by announcing the move.Section Three: Members of Cities
2. Emigration from a city may be disallowed at no time.
3. Immigration into a city may be disallowed if the city is too crowded.A. The citizens of the city may determine their own method of determining if their city is too crowded.
B. No city may abuse this privilege.

Act XIII
Adding Territory to the Flying
Islands of Jasonia
Section One: Unclaimed Land
1. Aeronesia may vote to claim any unclaimed land.Section Two: Claimed Land
2. If the vote passes, the land becomes part of the Flying Islands of Jasonia.A. A city must be built in the land as the capitol of that land.
1. Aeronesia may acquire claimed land in a number of ways:Section Three: Ranking of LandA. The claimed land is given to the Flying Islands of Jasonia as a diplomatic offer from an ally.2. Once the offer or merger is accepted, the land becomes part of the Flying Islands of Jasonia.
B. The claimed land is given to the Flying Islands of Jasonia as a surrender offer after a conflict.
C. The claimed land is merged with the Flying Islands of Jasonia peacefully.A. A city must be built in that land (if one doesn’t already exist) as the capitol of that land.
B. If one city exists in that land, it becomes the capitol.
C. If more then one city exists, the legislature decides what the capitol city becomes.
1. ProtectorateA. A protectorate is an acquired piece of land that has very few rights.
B. The people (if any) in a protectorate are not considered Flying Islands of Jasonia citizens.
C. The protectorate is under local governmental control.
2. Territory(Back to the table of contents)A. A territory is an acquired piece of land that has very few rights.3. Colony
B. The people (if any) in a territory are not considered Flying Islands of Jasonia citizens.
C. The territory is under direct legislature and military control.A. A colony is an acquired piece of land with few rights.4. Province
B. The people in the colony are considered Flying Islands of Jasonia citizens.
C. No cities can be built in colonies without Flying Islands of Jasonia permission.
D. The colony is under loose legislature controls and may adopt weak laws for themselves.A. A province is a piece of land with full Flying Islands of Jasonia rights.
B. The people of the province are considered Flying Islands of Jasonia citizens.
C. The province has all the rights and abilities as Jasonia Proper.
Section One: Basic Voting Information
1. All standard votes last between 48 and 72 standard hours.Section Two: Voting Procedure
2. All standard votes must end at 10 PM EST.
3. Any yea/nay/abstain vote or someting that can be reasonalby infered as one of the choices listed is a valid vote.
4. Any vote from a “banned citizens”, “honorary citizens” or non-Flying Islands of Jasonia citizen is not counted as a valid vote.
5. If a subject was voted on before in 30 days time, it can not be voted again until 30 days time has passed.
1. Any Flying Islands of Jasonia citizen (including “banned” and “honorary” citizens) presents a valid vote to the legislature or city voting board.Section Three: Required Voting Percentages
2. All valid voters cast their valid votes, including descriptions and arguments of why they voted as they did as they see fit.
3. Any citizen may change their vote at any time before the vote ends.
4. When the vote is completed, the votes are counted and the bill is decided as passed or failed.A. If it passed, it is either put in effect immediately or carried out as the bill specifies.
B. If it fails, then there is no change in the Flying Islands of Jasonia.
1. The number of valid votes (excluding abstain votes) is considered “100%” when calculating if a vote passes or fails.Section Four: Voting Exceptions
2. Recognition of another micronation: 3/7 in favor
3. Normal laws, revocation of a recognition of a micronation, votes for trials of a Flying Islands of Jasonia official: 50% in favor
4. Alliances with other micronations, amendments to this document: 75% in favor
5. Mergers with other micronations where the Flying Islands of Jasonia is to be disbanded or become a province or lesser status: 100% in favor
1. If a vote is having a poor turnout, the President may prolong it up to up 120 hours, or five days.(Back to the table of contents)
2. If the result of a vote is required quickly, (such as the declaration of war) the President may declare “Haste Voting Rules”A. Under “Haste Voting Rules”, a vote can end in favor if all of the following conditions are satisfied:B. If the conditions are satisfied under “Haste Voting Rules”, then the vote ends in favor and is carried out immediately.i. At least 2 hours have gone by.
ii. At least 50% of the estimated active population have voted.
ii. There are no “nay” votes in this vote.
C. “Haste Voting Rules” may only be used on important issues and will not be abused.
Act XV
Special Titles of Citizens
Section One: Stars
1. Five stars are given to the following positions:Section Two: Custom TitlesA. President2. Four stars are given to the following positions:A. Chief of Staff3. Three stars are given to the following positions:

B. Active CitizensA. Citizens with no special job6. A citizen or foreign visitor may be given a star upgrade at the discretion of the President.
B. Foreign visitorsA. A star upgrade is only a status symbol.
B. It has no effect on that citizen or foreign visitor’s job in the Flying Islands of Jasonia.
1. All citizens and foreign visitors are given titles based on their current jobs.Section Three: Special CitizensA. A citizen or foreign visitor may have several titles.2. A citizen with no title may ask for a title.A. The title may not be confused with a job.
B. The title is given at the discretion of the President.
1. Banned Citizens(Back to the table of contents)A. A citizen may become banned by a Legislative vote.2. Honorary Citizensi. There must be an adequate reason for declaring a citizen banned.B. A citizen may become unbanned by a Legislative vote at any time.A. A foreign visitor may be declared an honorary Flying Islands of Jasonia citizen at the discretion of the President.3. Limitations on Special Citizens.
B. A foreign visitor may be revoked of honorary Flying Islands of Jasonia citizen status at the discretion of the President.A. Both Banned and honorary citizens are considered citizens with the following exceptions.i. Neither may vote
ii. Neither may hold government office
iii. Honorary citizens are not citizens when calculating unemployment, population, etc.
Act XVI
Modification of this Document
Section One: Amendments
1. The Legislature may pass amendments to this document using standard voting procedure.Section Two: Amendment List
2. Once this document has received one amendment, at least one original copy must be stored at all times and never be modified for historic use.
3. Once an amendment has been added to this document, it goes into effect immediately.
1. Amendment One: Act XIII, Section Three, Line 1(Back to the table of contents)A. Definition of the 'Protectorate' class of land has been added to the list.2. Amendment Two: Act XIV, Section One, Line 3
B. Change in procedure: Lands can now be classified as protectorates as defined at Act XIII, Section Three, Line 1.A.
