MALUKU
General Situation
Since the bombing incident and the fire that gutted the governor's compound last
Wednesday (3 Apr.), there have been a few reports of bomb explosions in both
Christian and Muslim areas but nothing to suggest the involvement of the
communities. Generally, activities are running normally in Ambon with 'cautious'
border crossings by members of both communities.
Reports of the plan of the Maluku Sovereignty Front (FKM), to hold a congress from
19 to 24 April which is to culminate in a flag raising ceremony on 25 April, has
unsettled both Christians and Muslims. The FKM does not appear to have wide
support but apparently the small group is well organised. The Maluku Christian
Church leaders had a meeting Friday (12 Apr.) and they are expected to distance
themselves from the movement.
The Maluku Government has taken the FKM seriously and has banned foreigners
including NGOs from entering the province until 30 April. The exception being some
foreign government representatives. The aim was to stop international supporters of
the FKM from entering and inflaming the situation.
A small number of Muslim organizations, led by supporters of Laskar Jihad who have
all along rejected the Malino II Agreement, are now using the FKM issue to justify
their stance. Moderate Muslim leaders continue to give their support to the Agreement
and have so far been able to control the Muslim community. There is still an excellent
understanding and cooperation between Muslim and Christian leaders but both
community leaders acknowledge upcoming difficulties if the FKM goes ahead with its
plans later this month.
On 10 April, a clash between residents of two Christian villages on Saparua Island,
Porto and Haria, resulted in the death of 4 people and 11 injuries. The cause of the
clash is not known yet.
Assessments
Mercy Corps' Southeast Maluku Office, together with 10 local NGOs, conducted an
assessment from 1 to 5 April to identify IDPs and their needs in Kei Besar Island.
ICMC, its local partner, and representatives of IDPs in West Seram went to Piru
Sub-district from 1 to 9 April for their 'Go and See' projects in Piru, Saputi, La'ala, and
Loki villages in West Seram. From 10 to 20 April, the team is scheduled to go to
Nuniali, Patahue, and Wakolo villages in Taniwel Sub-district in the northern part of
West Seram.
Food Security and Agriculture
Mercy Corps, through a local partner, distributed seeds and tools to 70 displaced
families in Waheru Village, Ambon Island on Tuesday (9 Apr.).
Health
MSF-B and IMC provided medical assistance to the general and military hospitals on
last Wednesday (3 Apr.) to attend to the bombing victims in Ambon.
An IMC team left for North Seram on Thursday (11 Apr.) to monitor their Puskesmas
activities in Masohi, Wahai, and Kobisonta. They will also install a water system in
the Puskesmas in Taniwel Sub-district. And it will also provide a generator to support
the electricity and water system in the Masohi General Hospital, as a part of the
Health as a Bridge for Peace Programme.
Mercy Corps has funded IBI (Indonesian Midwives Association) to provide public
health training in late April for 60 midwives from Piru and Kairatu sub-districts in West
Seram.
MSF-B conducted 719 consultations for their Mobile Clinic Programme this week in
IDP camps throughout Ambon. From 10 to 16 April, an MSF-B outreach team was
sent to Sirisori Islam Village in Saparua Island, and Kaibobu, Kampung Baru, Tanah
Goyang, Alang Asaudi, Asaudi, and Taman Jaya villages in West Seram, for health
consultations, nurse training, medicine donations, and health education for the local
community.
Water and Sanitation
MSF-B rehabilitated two latrines for Ewiri and Waemulang villages in Buru Island from
1 to 5 April and on Monday (8 Apr.) it started latrine construction in Ruko Batu Merah
IDP Camp, in Ambon. MSF-B is also continuing well construction in Taman Jaya,
West Seram, which started on Monday (8 Apr.). On Wednesday (10 Apr.) it began a
well construction in Sam Ratulangi IDP Camp in Ambon Island.
Shelter and Non-food Items
AcF sent a team on Tuesday (9 Apr.) to monitor the distribution of shelter kits in Ewiri
and Waemulang.
Education
UNICEF sent a team to Leksula, Buru Island on Monday (8 Apr.) to carry out its
ongoing education survey.
Mercy Corps has funded a local NGO to rehabilitate the SMA Negeri 1 High School in
a mixed Muslim and Christian area in Masohi, Seram Island. The project will
commence on Monday (15 Apr.).
Other
Mercy Corps funded a reconciliation meeting between 300 political, community and
youth leaders in Kairatu Sub-district in West Seram from 5 to 6 April.
SC UK launched a new programme called ENACT (Engaging Activities for Involving
Children and Young People in Building New Communities in Maluku) that aims to
stimulate the youth to contribute in peace building through children activities in their
neighbourhoods. The programme will involve 630 children and youths in the Muslim
areas of Batu Merah, Air Kuning, Waihaong, Jalan Baru, and Talake, as well as
Christian areas of Kuda Mati, Benteng, Benteng Atas, Batu Gantung, and Karang
Panjang, all in Ambon City. From 9 to 10 April, SC UK conducted socialisation of
their ENACT programme for 10 schools in Muslim and Christian areas in Ambon
Planned Activities
WFP's plans to visit Ambon during the first half of April for the purpose of setting up
an office and hiring staff locally has been put on hold following recent deterioration of
security in that location. It nevertheless intends to resume practical steps toward
establishing an office in Ambon as soon as possible.
NORTH MALUKU
General situation
The Minister of Home Affairs has extended the duties of the Acting Governor, Sinyo
Hari Sarundajang, in the province to 22 April.
The Minister of Justice and Human Rights issued an official endorsement for the
establishment of a Justice and Human Rights Office of North Maluku Province,
according to RRI Online Wednesday (10 Apr.).
South Jailolo was declared a new sub-district this week, with the capital of Sidangoli.
North Maluku District now has 28 sub-districts.
Assessments
From 2 to 12 April, AcF conducted an assessment on water and sanitation and
income generation activities in Loloda Sub-district. It also made assessments on
income generation programmes in East Gane Sub-district. Its assessment to
determine beneficiaries for reconstruction of houses in Jailolo Sub-district is in
progress.
Health
This week, IMC attended 1,090 patients at puskesmas in Tobelo, Galela, Kao-Malifut,
Berebere, Daruba, and Posi-posi Rao. Common diseases and conditions seen include
malaria, upper respiratory tract infection (including bronchitis), hypertension, gastritis,
skin diseases (including scabies), anaemia, myalgia, and rheumatoid arthritis.
OCHA organized a First Aid Training Course from 8 to 10 April for 16 UN and NGO
Ternate field staff. The PMI health personnel conducted the course.
WVI distributed 810 mosquito nets (anti-malaria campaign) for 405 beneficiaries in 27
IDP camps in Ternate during the week.
Shelter and Non-food Items
During the week, WVI distributed 32 packages of type-21 house for beneficiaries
identified in four villages in Tobelo, Kao, and Malifut sub-districts. Meanwhile, 280 sets
of roofing kits were distributed to beneficiaries identified in 11 villages in Galela,
Tobelo, Kao, and Malifut sub-districts.
