MALUKU
General Situation
Ambon remained tense this past week with Muslims warning of dire consequences if
the FKM (Maluku Sovereignty Forum) went ahead with its plans to hoist the RMS
(Republic of South Maluku) flag all over Maluku on 25 April. The flag raising ceremony
was to follow the FKM Congress from 19 to 24 April. The military were also issuing
warnings that they would take drastic action against anyone involved in separatist
activities in the province. Muslim and Christian religious and community leaders were
united in their calls to the Government to take action against organizers of the event.
Alex Manuputty, the leader of FKM, was arrested on Wednesday (17 Apr.). Less
movement was noticed among the Christian community in the last few days,
especially in the Kuda Mati area where Alex Manuputty resides. Elsewhere, Maluku
was reported to be calm with only some unconfirmed reports of tension in parts of
Seram.
In the midst of this heightened tension there were rumours of possible threats against
INGOs in Ambon. Although these threats were vague they were enough to cause
concerns, as INGOs had never been targeted in the past.
The ban on foreigners entering Maluku until 30 April remained in force although INGOs
who have got permission to operate there could continue to move in and out of the
province with special approval from the immigration office. On Thursday (11 Apr.)
UNRC Ambon was advised that the governor himself would now sign the authorisation.
Population Movements
ICMC together with a local partner and representatives of IDPs in Seram Island went
to Sapta Marga, Saunulu, Hatumete, Lava, and Sehati villages in Tehoru Sub-district
from 15 to 22 April for their 'Go and See' projects. Similar visit was made to Kairatu
Sub-district from 15 to 20 April; and, from 13 to 22 April, ICMC took displaced families
in the TNS Enclave, Masohi Town to visit their home village in Hatu, Tehoru
Sub-district.
Assessments
AcF sent a team to conduct an assessment for its income generation and mapping
projects from 2 to 14 April in Northwest Buru, from 8 to 19 April in Saparua and
Haruku Island, and from 8 to 18 April in West Seram.
MSF-B conducted a water and sanitation assessment from 15 to 16 April in Air
Kuning and Aster areas in Ambon.
Health
MSF B conducted 899 consultations in their Mobile Clinic Programme for IDP camps
in Ambon Island throughout the week. From 9 to 15 April, they also conducted 422
consultations for their outreach Mobile Clinic Programme for IDP camps in West
Seram.
IMC, together with the local health authorities, is conducting mental health training for
300 teachers from Muslim and Christian communities from 15 to 19 April at the
military hospital in Ambon.
Water and Sanitation
MSF-B began construction of a shelter and latrine building in Sam Ratulangi IDP
camp in Ambon City on Monday (15 Apr.). They have also continued with garbage
collection in Muslim and Christian areas in Ambon City.
Mercy Corps funded a local NGO to construct four wells and five MCKs for IDP camps
in Mamua and Waimolong villages on the northern side of Ambon Island. The project
will begin Friday (19 Apr.). Together with a local partner, Mercy Corps will install a
water system in Waipo IDP camp, Seram Island, starting Monday (22Apr.). They will
also be sending a team to South Buru on Saturday (20 Apr.) to monitor their latrine
construction projects in Wamkana Village.
Shelter and Non-food Items
CARDI sent a team to monitor their shelter projects on roof rehabilitation and partition
construction on Thursday (11 Apr.) in Hitihiti-Halahala and Lata IDP camps in Ambon
Island.
ICMC sent a team to West Seram (towns of Masohi and Waipia) from 11 to 13 April
to monitor the distribution of kitchen supplies to displaced female-headed households.
A team was also sent to North Seram from 10 to 15 April to monitor the distribution of
agriculture and kitchen supplies to displaced female-headed households in Wahai, Air
Besar, Latu, Hualoi, and Tumalehu Villages.
Mercy Corps, together with local partners, will send a team on Friday (19 Apr.) to
monitor their shelter projects in villages of Kata Gelombang, Silmay, Marioso,
Balbalu, Jiku Besar, Waipotih, Tupana Liang, Wainibe, Waeula, Bratlale, Waepure,
and Waikose in North Buru.
Education
CARDI sent a team on Wednesday (17 Apr.) to monitor their education projects in 35
schools in Ambon Island.
Mercy Corps funded a local NGO to rehabilitate an elementary school in Uruar
Village, Piru Sub-district, Seram Island. The project will begin Monday (22 Apr.). They
will also send a team to South Buru on Saturday (20 Apr.) to monitor their school-item
distribution projects in Waemulang Village.
Economic Recovery and Infrastructure
CARDI sent a team on Thursday (18 Apr.) to monitor their economic empowerment
programme at the Halong Inn IDP camp in Ambon Island. The programme includes
the distribution of sewing machines and skill training for displaced women.
Mercy Corps will send a team on Friday (19 Apr.) to monitor their micro-credit
programmes in Namlea Town, North Buru.
NORTH MALUKU
Assessments
WFP logistics officers visited Ternate 16-17 April for consultations with AcF and
assessment of logistics in AcF areas of activity.
Health
The WHO-led Malaria Working Group this week drafted an emergency preparedness
project to be executed in Jailolo Sub-district. The project is expected to serve as a
model for community mobilisation in vector control and patient referral programme.
This pilot programme is part of the WHO Health as a Bridge for Peace initiative in
Indonesia.
This week IMC attended 1,163 patients at puskesmas in Kao, Malifut, Tobelo, Galela,
Daruba, Posi-posi Rao, and Berebere. Common disease and condition seen included
malaria, upper respiratory tract infection (including bronchitis), hypertension, gastritis,
skin diseases (including scabies), and myalgia.
WVI distributed 340 posters in 34 IDP camps in Ternate city to explain health
concerns during pregnancy.
Shelter and Non-food Items
AcF distributed temporary shelter materials and food for 94 returnees in Tolofuo
Village in Loloda Sub-district, North Maluku District. The organization also provided
fishing kits, seeds and tools in the sub-district during the week.
WVI distributed 175 packages of type-21 (21 square-metre) houses in 8 villages in
Tobelo, Galela, Kao, and Malifut sub-districts during the week. Sets of 497 roofing kits
were also distributed in 15 villages in the same sub-districts.
Economic Recovery
CARDI provided five boats complete with engines for local fishermen and production
equipment of traditional brown sugar and sago for locals in Bukubualawa Village of
Jailolo Sub-district during the week.
