MALUKU
General Situation
Supporters of FKM (Maluku Sovereignty Front) managed on Thursday (25 Apr.) to
hoist RMS (South Maluku Republic) flags at Batu Gagah, Telaga Raja, at the Xaverius
School, and at some other locations in the Ambon city. Flags were also flown in
Passo, in Aburu, Haruku Island, and parts of Seram. Flags attached to helium
balloons were released in several parts of the city. The event drew responses from
some Muslim groups. Bombs and gunfire (apparently by the military trying to shoot
down the balloons) was heard in many parts of the city. At about 11 a.m. the Silo
Church, currently in the process of being rebuilt after being destroyed in 1999, was
reported to be on fire. Damage was reported to be minimal. FKM leader Alex
Manuputty is currently under police custody.
UN Agencies and INGOs in Ambon closed their offices Thursday (25 Apr.). Their
operations are expected to remain closed on Friday.
Governor Saleh Latuconsina imposed a 10 p.m. - 6 a.m. curfew from Tuesday to
Saturday (23-27 Apr.) in Ambon.
Djafar Umar Thalib, leader of the Laskar Jihad, arrived in Ambon on Thursday and his
presence added more tension to the situation. During his sermon at the Al Fatah
Mosque on Friday, he made a strong statement saying that Muslims will destroy all
Christians in Ambon.
A Christian woman died and an 18-year-old female student were seriously injured
when a mortar shell landed near their home in Amantelu, Karang Panjang, Ambon.
Four Muslim men were also injured by gunshots and bombs and admitted to the Al
Fatah Hospital.
Assessments
MSF-B conducted assessments from 17 to 19 April for their water and sanitation
projects in six IDP camps in Laha, Hative Besar, and Latuhalat areas in Ambon
Island.
CARDI sent a team to conduct an assessment in Seram Island to learn about the
general situation of IDPs in Piru Sub-district from 22 to 24 April.
Food Security and Agriculture
AcF sent a team to conduct mapping projects for food security needs throughout
villages from the north to the eastern part of Buru Island and to villages in the Tehoru
Sub-district, South Seram, from 22 to 26 April.
Health
MSF-B has conducted 708 consultations in Ambon Island this week. A team is to be
sent on Friday (26 Apr.) to Kaibobo Village to begin a medical programme in West
Seram.
IMC sent a team to Masohi Town from 22 to 27 April for their medical programme in
Seram Island. They will also conduct the second session of the mental health and
stress counselling training from 29 April to 3 May at the Military Hospital in Ambon for
30 Muslim and Christian health workers.
Water and Sanitation
Mercy Corps funded a local NGO to install a water system in an IDP camp in the
Kusu-kusu area of Ambon Town on Tuesday (30 Apr.). The project will benefit 145
displaced families and supply a local school with fresh water, benefiting 357 students.
Through a local partner, Mercy Corps will also install a rain catchment system on
Tuesday (30 Apr.) for 52 displaced families in Ai Island within the Banda Islands.
MSF-B finished their water and sanitation projects in IDP camps in Ambon that run
from 10 to 24 April. The projects included well rehabilitation in Sam Ratulangi IDP
Camp, water tank construction in Mandala Remaja IDP Camp, well cleaning in Aster
IDP Camp, and repairs of two broken tanks in Suli TNI IDP Camp. MSF-B also sent a
team to West Seram from 22 to 26 April for their water and sanitation projects in
Mainipa, Buano, and Xelang islands.
CARDI sent a team for a pre-monitoring visit to West Seram 22-24 April where they
planned to install pipes for a water system in Olas Village. The project is expected to
benefit IDPs and the local community in the area.
Shelter and Non-Food Items
CARDI sent a team for a pre-monitoring visit to West Seram from 22-24 April, where
they planned to rehabilitate IDP houses in Wayasel Village.
Education
Mercy Corps has funded a local NGO for the distribution of school supplies to 120
displaced students in Sepa Village, Amahai Sub-district, Seram Island. The project
begins Friday (26 Apr.).
CARDI sent a team from 22 to 24 April to pre-monitor their education project in Telaga
Piru, in West Seram.
Economic Recovery and Infrastructure
Mercy Corps is funding a local NGO to begin their micro-credit projects in Waimital
and Waisari villages, Kairatu Sub-district, Seram Island, on Thursday (25 Apr.). In the
Kei Islands, Mercy Corps on Friday (26 Apr.) begins their micro credit projects in Tual
and their fishery projects in Selayar, Dudunwahan, and Wain villages. Mercy Corps is
scheduled to begin micro-credit projects next Tuesday (30 Apr.) in Teluk Ambon,
Latuhalat, Gunung Nona, and Benteng areas, all in Ambon Island.
CARDI sent a team from 22 to 24 April to West Seram to pre-monitor their economic
empowerment programmes in Kairatu Sub-district (where they have fish-cultivation
projects for returnees in Waralohi, Sariawang, and Hatusua villages), in Kairatu Village
(where they have agriculture projects for Muslim and Christian returnees), and in
Waetasi Village (where they have Fishery projects for Muslim and Christian
returnees).
NORTH MALUKU
Assessments
An AcF team assessed and monitored the progress in the AcF-supported shelter
construction by returnees in East Gane of North Maluku District during the week. AcF
also assessed the progress of its fresh water supply programme in Jailolo
Sub-district.
A WFP official from Jakarta office, accompanied by OCHA Ternate, visited Tobelo,
Galela, Jailolo, Sahu, and Ibu sub-districts 18-25 April to assess food security
situation in the community.
OCHA, accompanied by IMC, visited on Monday (22 Apr.) a new IDP resettlement
site at Sagerat Village, West Bitung Sub-district, North Sulawesi. IMC is constructing
a health unit there.
Health
IMC Manado is carrying out measles vaccination for children between 9 month and 12
year old in all the major IDP camps in Bitung and Manado, North Sulawesi. From 17
to 25 April, 1,242 children from two camps were vaccinated.
During the week, IMC attended to 1,000 patients at puskesmas in Kao, Malifut,
Tobelo, Daruba, Posi-posi Rao, and Berebere sub-districts. Common diseases and
condition included malaria, upper respiratory tract infection (including bronchitis),
hypertension, gastritis, skin diseases (including scabies), and myalgia.
IMC during the week provided de-worming drugs for gastro-intestinal parasites and
several pieces of furniture (42 folding chairs, 20 plastic chairs, 31 sleeping
mattresses, pillows, sheets, and 58 pieces of curtain) for health units in Malifut, Kao,
Tobelo, and Galela in North Halmahera. In addition, one unit of refrigerator was
donated to the Tobelo Puskesmas.
WVI health unit, during an "anti diarrhoea campaign" this week, visited 11 IDP camps
in Ternate City and showed movie on diarrhoea.
Shelter and Non-food Items
During the week, WVI distributed 73 sets of roofing kits (zinc sheets, planks of wood,
nails) to returnees in Kao, Jailolo, and Malifut sub-districts. Sets of fishing kits (nets,
hooks, line) were also distributed to beneficiaries in 36 villages in Tobelo, Galela,
Malifut, Kao, and Jailolo sub-districts.
CARDI is sponsoring the publication and distribution of a magazine by a local NGO,
Madani, that prints articles on peace and reconciliation. The initial distribution area is
the sub-districts of Jailolo, Sahu, and Ibu in North Maluku District.
Education
During 20-24 April, WVI distributed 50 evaluation guidelines for final test and school
management to schools in Kao, Malifut, and Galela sub-districts. The organization is
encouraging inter-school team games in several elementary schools in the
sub-districts of Galela, Tobelo, Kao, and Malifut.
CARDI provided school furniture (desks and chairs) to the Gamsungi Village school in
Ibu Sub-district.
