Somewhere in vol. 2 of the Sailor Moon SuperS pocket manga, during the Minako/Rei side-story, Minako commented that her two dislikes were her Mom and cops. That was all the inspiration I needed for this particular fanfic. Coupled with the fact that Minako can act quite similar to Usagi (spastic and silly), this idea made perfect sense to me.
