The Emacs Wiki is a website I run (see Emacs:SiteMap). I like to think of it as me paying for the hosting and assuming editor responsability, but that actually all the readers of the pages are potentially also authors and editors. Thus, the Emacs Wiki is a community site which -- and this is what I really hope to achieve -- will collect Emacs knowhow and answer Emacs questions better than a FAQ maintained by a selected few, will be more permanent and of higher quality, continuously refined, very unlike USENET (even allowing for http://groups.google.com/). And I hope that the effort will live as long as Emacs does, because in principle, anybody can take over hosting, anybody can start writing and editing, everybody is adding value. No long-term commitment is required except for the hosting part.
