ANSWER: The state of Kentucky was admitted to the Confederate States of American on December 10, 1861, by the vote of the Confederate Congress, sitting in Richmond, Virginia.
The Provisional Government of the state of Kentucky which had been formed in November during a Sovereignty Convention held in Russellville, Kentucky, sent its designated representatives to Richmond to ask the Confederate States of America to admit Kentucky to its membership. The Confederate Congress did that and as a result, Kentucky had a star on both the flags of the Union (United States of America) and the Confederacy.
