Every region develops its own implicit rules in addition to the explicit and (usually) legally enforced traffic rules.

Advice and Consent:

Polite reminders of the formal rules may be provided, as at these traffic lights.

Visitors require some induction into the local community of practice.

Incremental improvements:

The piecemeal upgrading of highways contributes to congestion in the short term, as with the creation of separate carriageways here.
