ACEH (Nanggroe Aceh Darussalam)
General Situation
During the week, various local press reported that 3 civilians and 30 GAM members
were killed.
Military Emergency Administrator, Maj. Endang Suwarya, called on troops on
Tuesday (2 Dec.) to step up its land, sea and air patrols to prevent any attempt by
GAM to move forward with the celebration of GAM anniversary on Thursday (4 Dec.).
Security forces warned to open fire on any one taking part in the celebration. The
public transport along the main provincial roads and in the districts was not operating
since Wednesday (3 Dec.) until the event resided on Thursday (4 Dec.). No civilian
casualties were reported on that particular day. National News Radio 68H reported
that two suspected GAM members were shot dead and two personnel of Army's
Special Force (Kopassus) were seriously injured on Thursday (4 Dec.), while
attempting to dissolve one of GAM's Anniversary celebration in Siron village, Indrapuri
sub-district of Great Aceh district.
Population Movement
IOM reported that as of Wednesday (3 Dec.), the total number of IDPs in the province
decreased to 5,193 persons (1,144 families) in 7 sites within 4 districts.
Waspada reported on Tuesday (2 Dec.), that some 371 IDPs (77 families) from
Pusong Kapal village of Seruway sub-district remained sheltered in the government
camps in the sub-district capital after their homes were burnt down in May 2003. The
local government officials claimed that they continue to rebuild homes for IDPs which
would hopefully be completed by the end of the year.
Health
UNICEF sent 4 staff of Provincial Health and Education Departments and 2 LNGOs
staff to participate in a national Training of Trainers (ToT) on psychosocial at
Muhammadiyah University in Malang of East Java from 5 to 8 December.
CENTRAL SULAWESI
General Situation
A local newspaper, Radar Sulteng, reported on Monday (1 Dec.), that 4 people were
shot dead and five injured by gunfire on 29 and 30 December in Kilo village of Poso
Pesisir sub-district, Rompi village of Ulubongka sub-district, and Soe near Tentena.
An explosion also occurred outside the central market in Poso on 28 November. No
civilian casualty was reported. On Wednesday (3 Dec.), it was also reported that
Brimob reinforcements have arrived from Makassar and Surabaya. The total number of
security personnel in Poso and Morowali now is 3,400.
MALUKU
General Situation
A local newspaper, Ambon Ekspress, reported on Saturday (29 Nov.), that the Central
Maluku Police confirmed an inter communal fight between the supporter and opponent
of a newly elected community leader in Laimu village of Central Maluku district
occurred on 26 November. The situation is now under control by the Police Mobile
Brigade (Brimob). No casualty was reported, but houses were burnt and damaged
houses.
Ambon Ekspress quoted the Chief of Police for Maluku, Brig. Gen. Bambang
Sutrisno, on Saturday (29 Nov.), that the presence of irresponsible people in Maluku
and North Maluku might be a potential factor for triggering conflict in the two
provinces.
Population Movement
According to Social Welfare Department of Maluku province, 2,256 IDPs (454 families)
left Ambon to return to their homes in Ternate of North Maluku province on 28
November 2003. The government officials from Maluku and North Maluku provinces
assisted the return process. Some additional 500 IDP families are also expected to
leave Ambon soon.
Assessment
Mercy Corps arranged meetings on SPHERE guidelines with LNGO partners in Tual
town of South East Maluku district. The SPHERE guideline is expected to be the
basis and tool for the local partner to prepare project proposals.
Staff from Mercy Corps and UNDP visited Liang and Hila villages on Ambon Island to
assess the progress the micro credit project implemented in the villages through
LNGO partners.
Food Security
A local newspaper, Info Baru, reported on Saturday (29 Nov.), thata food shortage
situation occurred in Maluku Tenggara Barat district, even though there is a regular
shipment of food to the area. In responding to this situation, the Provincial Logistic
Dept (Dolog) will send 2,500 MT of rice to the district.
Water and Sanitation
CARDI finalized the Combined Bathing, Washing and Latrine Facility (MCK)
construction in 22 selected primary schools in Kairatu, Taniwel, Waesala, and Piru in
West Seram sub-district of Central Maluku district.
AcF conducted the second phase of distribution of water and sanitation materials for
community in Buru Island.
Education
Through its LNGO partner, Yayasan Maluku Membangun, Mercy Corps distributed
school equipment to 783 students in West Seram sub-district of Central Maluku
district.
Through its LNGO partner, Sehati, and Health Department, CARDI conducted training
on hygiene and education for 4,393 students and 168 teachers in Taniwel and Kairatu
sub-districts. The training was aimed at promoting and increasing hygiene awareness
among students and teachers in primary schools, where CARDI has completed
construction of MCK. The programme is funded by OCPR.
Economic Recovery and Infrastructure
On Wednesday (3 Dec.), ICMC participated in Provoking Peace Workshop by
presenting its experiences in assisting return process for IDPs. The presentation was
aimed at providing necessary information that enables the involvement of IDPs in the
process of designing a programme for IDPs.
ICMC supports mixed religion youth groups from Waai, Liang and Telehu villages on
Ambon Island in developing advocacy and community organization skills. The groups
are formed in order to implement a series of peace building activities.
NORTH MALUKU
Population Movement
North Maluku Provincial Social Department reported that 2,095 IDPs (327 families)
from Ternate, Jailolo, Ibu, Obi, Weda, and Tidore of North Maluku have arrived in
Ternate on Sunday (30 Nov.) from Ambon. They are now staying in two camps in
Ternate city until they receive assistance package from the government.
Education
WVI monitored activities in 4 Happy Houses in Tobelo and Galela sub-districts from 1
to 2 December. WVI also conducted training for Happy House Trauma Support
Worker (TSW) from 3 to 6 December in Tobelo sub-district.
WVI distributed the 5th edition of its magazine to 18 elementary schools in Tobelo
sub-district on Wednesday (3 Dec.).
Economic Recovery and Infrastructure
Cordaid conducted basic training to establish Credit Union from 5 to 9 December for
community groups in Oba sub-district.
PAPUA
General Situation
Various local media reported that Papuan morning star flags were raised in Jayapura,
Manokwari and Serui to celebrate the independence of Papua on 1 December.
Provincial government, the police and military have warned the community not to get
involved in any separatist movement. The police lowered down the flags without
objection from the community. The local government will take legal action against
those involved in the raising of the flag.
Assessment
UNICEF arranged a meeting to discuss programme planning from 2 to 4 December in
Biak. UNICEF staff from Papua and Jakarta, as well as its partner from local
government departments attended the meeting. During the meeting, the participants
reviewed the results achieved during the first half phase and set up planning process,
policies and strategies of programme implementation on the second half phase,
based on the 2001-2005 agreement.
