ACEH (Nanggroe Aceh Darussalam)
General Situation
Various local press reported that 6 civilians and 9 GAM members were killed as a
result of violent incidents in Aceh province during the week.
The Jakarta Post reported on Friday (7 Nov.), that the Government has decided to
extend the military emergency status for Aceh for another six months, saying it
needed more time to crush the GAM. According to Coordinating Minister for Political
and Security Affairs, SB. Yudhoyono, the operation would be evaluated monthly, and
the extension could be shortened or further extended. He also disclosed on Monday
(4 Nov.) that the extension would also provide terms to open access for both
international and local humanitarian organizations to enter the province. The
government also decided on Thursday (6 Nov.) to launch an economic improvement
operation in Aceh.
Population Movement
IOM reported that as of Thursday (6 Nov.), the total number of IDPs in the province
decreased to 9,084 persons (2,188 families) in 15 sites in 7 districts.
A local newspaper, Serambi, reported on Wednesday (5 Nov.), that 252 IDPs (59
families) from Seunebouk Pangau, Keude Geurubak and Banda Alam sub-districts of
East Aceh district fled their homes on 31 October to avoid frequent clashes between
the military and GAM in their villages. They are currently staying at Baitul Rahim
mosque in the capital city of Banda Alam sub-district.
MALUKU
General Situation
Kompas quoted the Head of Police for Maluku, Brig. Gen. Bambang Sutrisno, on
Wednesday (5 Nov.), saying that since the security situation in Maluku has changed
to normal, 94 hand made bombs and 77 other hand made weapons have been handed
over to security apparatus.
A member of Maluku parliament from MTB district, Yunus Tipka, warned that the
relocation of East Timorese refugees to Wetar Island could raise new social conflict if
the Government does not take proper measures to convene the host community.
Population movement
A local newspaper, Ambon Ekspress, quoted the Maluku Provincial Secretary,
Hussein Soulisa, on Monday (3 Nov.), saying that the final number of IDPs in Maluku
province was 36,878 families. According to Soulisa, the Local Government of Maluku
has assisted up to 33,051 displaced families out of a total of 70,051 displaced
families.
Assessment
From 3 to 7 November, CARDI monitored on-going projects for a Community
Rehabilitation Programme, in Piru and Waesala sub-districts of Seram island.
Mercy Corps visited Hila village of Ambon Island to provide support and advice to
LNGOs, Yayasan Hasan Soleman and Yayasan Solikalta, currently implementing
micro credit projects. In Ambon city, a warehouse operated by an LNGO, Yayasan
Ina Hasalaut, was also monitored.
From 29 October to 1 November, WFP visited Seram Island to assess the food
security situation. During the visit, the team held meetings with Government officials,
LNGOs, INGOs, and church committees to obtain information on IDPs, returnees and
relocation sites on Seram island.
A team from DFID is visiting Maluku to meet with Government officials, humanitarian
organizations and the beneficiaries.
Health
IMC completed rehabilitation and construction of two-health posts, one health center
and two midwife posts in Kobisonta, Wahai and Tehoru sub-districts of Seram Island.
IMC conducted three sessions of health education on rabies and control measures,
malaria and tuberculosis for 275 participants in Masohi sub-district of Seram Island.
IMC also treated 378 patients.
Education
CARDI finalized a feasibility matrix for youth vocational and recreational needs from 15
locations in Ambon and Seram. The survey was conducted using participatory rural
appraisal (PRA) principles.
Under its education programme, CARDI conducted training on PRA psychosocial
intervention and development of action plan for 37 welfare committee members from
10 locations in West Seram sub-district of Seram island.
Under its education programme, SC UK is supporting teachers and children in SD
Negeri 5 Tawirir, SD Negeri I Latihan SPG, SD Negeri Alternatif, and SD Negeri
Teladan, in Ambon island in improving teaching and learning processes, and
methodology. SC UK also conducted a half-day workshop for Education Department
officials and held several focus group discussion sessions in several schools in
Haruku Island.
NORTH MALUKU
General Situation
A local newspaper, Malut Pos, reported on Tuesday (4 Nov.), that a quarrel over use
of a water source occurred in Loloda sub-district on Saturday (1 Nov.) between
youngsters from a Christian village, Buo, and a Muslim village, Soasio, (Moslim
village). Both young groups were brought to the local police office by to settle the
problem. On Sunday (2 Nov.), about 50 people from Buo village came to Soasio village
and throw stones to the housing complex. The stones unintentionally hit a nearby
mosque. The Provincial Government has appointed a team to facilitate a dialogue
between two communities.
Malut Pos also reported on Wednesday (5 Nov.) that Maluku Regional Police Office
planed to deploy 2 companies of BRIMOB to North Maluku as a precautious measure.
Assessment
CORDAID conducted assessment with 4 LNGOs for a Community Infrastructure
Programme funded by UNOPS in 53 villages in Bacan, East Bacan and West Bacan
sub-districts from 20 October to 5 November.
Education
WVI distributed a children book titled I am the Children of the World (Aku Anak Dunia)
to 4 Happy Houses in Tobelo and Galela sub-districts from 27 to 30 October.
WVI monitored activities in 3 Happy Houses in Tobelo and Galela sub-districts from
30 October to 5 November.
WVI distributed the 4th edition of its magazine to 15 elementary schools in Tobelo
sub-district from 4 to 5 November.
Economic Recovery and Infrastructure
CARDI conducted a field trip to discuss revised proposal on Community Recovery
Initiative Programme with communities in Jailolo, South Jailolo, Sahu and Ibu
sub-districts.
Other
Under its Informed Decision Making (IDM) Programme, CARDI monitored returnee
camps in Ternate. The team noted that 60 returnee families in Bimoli camp who have
received Government's assistance package (consisting of living allowance, livelihood
support and basic housing material) have returned to North Sulawesi.
PAPUA
General Situation
The Jakarta Post reported that TNI personnel shot 10 Papuan rebels in a predawn raid
on Wednesday (5 Nov.) in Jayawijaya district, about 650 kilometers west of Jayapura,
the capital of Papua. The TNI personnel also seized from the rebels three M-16 rifles,
one revolver, one Mouser rifle, thousands of cullets and a number of documents
concerning the Papua Free Movement's fight for independence.
