ACEH (Nanggroe Aceh Darussalam)
General Situation
Various local press reported that 2 civilians and 29 GAM members were killed in Aceh
province during the week.
On Friday (12 Dec.), Kompas quoted the Coordinating Minister for Economic,
Dorodjatun Kuntjoro-Jakti, after the CGI meeting on Thursday (11 Dec.), saying that
the Government of the Republic of Indonesia, referring to the Coordinating Minister for
People's Welfare Jusuf Kalla, welcomed initiatives to assist the resolutions of conflict
in Aceh. Three international organizations namely WHO, ICRC and UNDP will be
given access to provide humanitarian assistance in the province.
Local legislators and administration officials of Pidie district gathered on Tuesday (9
Dec.) to reaffirm their commitment in splitting Pidie district into two districts,
upgrading Meureudu sub-district into a new district with 10 sub-districts underneath it.
Legislators are currently completing the final draft of the proposal for submission to
the provincial government and later to be forwarded to Jakarta for approval.
Indonesian wire news service, Antara, quoted the Chief of Army, Gen. Ryamizard
Ryacudu, on Sunday (7 Dec.), saying that those who oppose military emergency in
Aceh were considered as GAM members. He also said that "certain parties" should
not politicise the efforts of TNI to restore security in Aceh
Population Movement
IOM reported that as of Wednesday (10 Nov.), the total number of IDPs in the province
increased to 5,263 persons (1,149 families) in 7 sites within 4 districts. It was also
reported that 57 persons (15 families) left their villages during the week in Permata
sub-district of Central Aceh, while 49 persons (10 families) returned home to Pasir
Putih sub-district of Central Aceh.
Health
Public Administrator of North Aceh district opened a trauma counselling session from
8 to 15 December to support mental health recovery for some 80 women trauma
victims from North, East and Central Aceh districts. This was the sixth session held
in North Aceh for the past two years facilitated by counsellors from Syiah Kuala
University, Banda Aceh.
WHO along with the Provincial Health Department supported a Health Workers and
Conflict Training from 10 to 13 December for 18 public health and hospital workers.
The training is aimed at building conflict management skills for health workers in the
province. The event was supported by 5 local trainers and another from Gajah Mada
University, Yogyakarta. Serambi reported that the training was officially opened on
Wednesday (10 Dec.) by the Head of Provincial Health Department, Dr. Mulya
Hasjmy, who complemented cooperation with WHO on health activities in Aceh.
Serambi reported on Saturday (6 Dec.), that medical supplies in Kluet Utara health
centre in South Aceh district has been empty for the past one month and can not
respond to immediate local health needs. At least 1,600 local settlers are said to visit
the health centre every month for free health treatment and medical supplies from the
government.
Others
ICMC is conducting a community organizing training from 8 to 20 December in Medan
of North Sumatra. 48 community leaders in North Sumatra and Aceh participated in
the training.
After his arrival to Banda Aceh, the Head of United Nations Project Coordination Office
(UNPCO) Aceh had a number of meetings and discussions with the Vice-Governor,
Head of Health Department and Head of Social Welfare Bureau of Aceh Province to
discuss cooperation of the UN and GoRI, and coordination of humanitarian
assistance.
CENTRAL SULAWESI
General Situation
A local newspaper, Radar Sulteng, reported on Wednesday (10 Dec.), that 4
government cars were burned by a mob on Monday (8 Dec.) in Bungku Tengah
sub-district of Morowali district. No casualties from the incident.
Population Movement
Some 160 families from Tobamawo and Rompi villages in Ulubongka sub-district
displaced to Watusongo village (7 km from Rompi village) last week as a result of
shooting incident at Rompi village. 80% of the IDPs have returned. SATLAK PBP
Poso distributed 2 tonnes of rice to the IDPs and requested assistance for 2 more
tonnes of rice to cover immediate needs as a result of the disruption.
Food Security and Agriculture
On Tuesday (9 Dec.), CWS distributed 21 hand sprayers in 11 villages in North Lore
sub-district.
Health
CWS conducted various arts activities (e.g. poetry readings, street theatre, and music
shows) on 30 November, an Interactive Talk Show on Nebula Radio Station in Palu on
1 December, and HIV/AIDS education to LNGOs and CBOs from 11 to 12 December
in Tentena. These activities were conducted under its HIV/AIDS programme.
IMC conducted immunization on 8, 10, and 11 December for 215 people in Poso Kota
sub-district.
MALUKU
Assessment
A team of community rehabilitation programme supported by CARDI, started a field
trip for technical and participatory assessment to seven pre-selected community
school rehabilitation sites throughout West Seram sub-district of Seram island. The
team is also conducting final evaluation on 22 selected sites (including primary
schools) in villages where CARDI implemented MCK support programme.
From 8 to 9 December, Mercy Corps and UNDP visited project sites in West Seram
sub-district of Seram island to assess the progress of work on several projects (i.e.
water and sanitation, distribution of school equipment, and distribution of seeds and
tools), that are implemented by LNGOs (Yayasan Sosial Kasih Ibu, Yayasan Maluku
Membangun and Yayasan Pengembangan Karya Masyarakat).
From 10 to 11 December, Mercy Corps and UNDP visited villages on Saparua island
to assess progress of their micro credit projects that are implemented by an LNGO,
Amboina Credit Union.
The Deputy to Humanitarian Coordinator and Chief of OCHA is visiting Ambon and
Seram islands from 11 to 13 December for routine field visit. During the visit, he met
with the Governor of Maluku in Ambon and IDP community in a camp in Masohi of
Seram island.
Food Security and Assessment
AcF is distributing canoes to selected villagers in Batu Dua and Dok Wayema villages
of Ambon island. The project is aimed at improving the villager's income generating
potentials and support their livelihood. The canoes are expected to be used for
transport and fishing.
Water and Sanitation
Through its water and sanitation programme, AcF has conducted a series of health
education sessions on malaria, diarrhoea and other water borne diseases in 10
villages in North South Buru and North West Buru sub-districts of Buru island.
AcF distributed building materials for construction and continues construction work on
water and sanitation in North South Buru sub-district and North West Buru sub-district
on Buru Island.
Shelter and Non Food Items
Through an LNGO, Yayasan Ina Hasa Laut, Mercy Corps distributed non-food items
(i.e. blankets, mosquito nets, cooking utensils, towel, bucket etc.) to 44 displaced
families in Halong Navy Base of Ambon city.
Education
CARDI signed contracts with seven committees in West Seram sub-district of Seram
island for rehabilitation of schools under a youth empowerment programme funded by
AUSAid. The committees had been trained by CARDI on relevant procedures.
An education team from SC UK set up elections of children's representative in
selected schools. The elected representatives will collect opinions friends and present
their views in discussions with school principals and other related actors. This activity
is also aimed at creating a way of involving children in the process of making change
in their school.
SC UK facilitated a workshop for elementary students from from SDN Tawiri, SD
Alternative, SD Pohon Mangga, SD Teladan and SD Latihan on Ambon island. The
workshop is aimed at giving the students an opportunity to meet, providing training on
data collection for the purpose of making changes in their schools, and providing an
opportunity to discuss ways of making necessary changes.
NORTH MALUKU
General Situation
A local newspaper, Malut Post, reported on Saturday (6 Dec.), that returnees in
Ngajam and Ngalao villages of North Loloda sub-district were questioning the
remaining assistance packages that have not been received yet. The returnees have
received only half of the life security assistance when they returned in March 2003.
The Provincial Social Bureau has promised to distribute the remaining package, but
nothing happens so far. The Project Coordinator for IDP Return of Provincial Social
Bureau, Djafar Hamsah, said that his office is not able to distribute the remaining
assistance yet as it is still in the process of selecting implemented contractor. There
are 95 returnee families in Ngajam village and 126 in Ngalao village awaiting the
assistance
Malut Post reported on Monday (8 Dec.), that returnees from Buho-Buho village of
North Morotai sub-district visited the Provincial Social Department on Saturday (6
Dec.) to also question the remaining assistance package that they should receive. So
far, they only received half of entitled housing material assistance and have not yet
received life security assistance. 512 families have been returned to Buho-Buho village
in last September.
A local newspaper, Ternate Post, reported on Friday (12 Dec.), that about 600
returnee families (1,400 people) in Obi sub-district of South Halmahera district
remained living in tent shelters. These self-motivated returnees have never been
received assistance.
Education
WVI distributed the 5th edition of its magazine to 21 elementary schools in Galela
and Tobelo sub-districts from 4 to 11 December.
WVI conducted training on Peace Reconciliation Empowerment Centre in Galela
sub-district from 9 to 12 December.
WVI monitored the activities on Active, Joyful, and Effective Learning (AJEL) for 6
elementary schools in Galela sub-district from 10 to 11 December. · WVI distributed
activities material for Happy Houses in Galela sub-district on Thursday (11 Dec.).
Economic Recovery and Infrastructure
Cordaid conducted socialization programme for its UNOPS programme on Community
Infrastructure in 23 selected villages in Bacan, East Bacan and West Bacan
sub-districts.
WVI conducted socialization programme for its UNOPS programme on Community
Infrastructure in Tobelo, Galela, Malifut, North Morotai, South Morotai and West South
Morotai sub-district from 4 to 11 December. WVI also arranged coordination meeting
with local authorities in selected villages in 6 sub-districts for its UNOPS programme.
PAPUA
General Situation
A local newspaper, Cenderawasih Pos, reported on Monday (8 Dec.), that the
Governor of Papua and the local authorities objected an effort made by Eurico
Guterres for setting up a nationalist youth group, Red-and-White Defenders Front, in
the Timika of Papua province. This statement was made by the Papua Police Chief,
Maj. Gen. Budi Utomo during his visit in Timika. Guterres is a notorious militia leader
found guilty in the 1999 East Timor violence.
Population Movement
Cenderawasih Pos reported on Thursday (11 Dec.), that local government and
authorities in Jayapura regency held a meeting on Wednesday (10 Dec.) to discuss
resolution for Bugis people who occupy the Ampera market. The Vice Major of
Jayapura regency, J.I. Renyaan, stated that heavy equipments had been prepared to
clear the area by the end of this week.
Cenderawasih Pos quoted a staff from National Unity Office (Badan Kesatuan
Bangsa), Linto Djoju, on Thursday (11 Dec.), saying that repatriation process for
Papuan refugees in Daru of Papua New Guinea had reached a final stage. In the next
few days, 52 people will be returned to Merauke. The local government has prepared
food, bedding, and cooking utensils.
Health
In cooperation with a local radio station, Art FM, UNICEF and the Association of
Family Planning Indonesia (Persatuan Keluarga Berencana Indonesia) held a talk
show on health issues, in particular HIV/AIDS. During the talk show, Chief of UNICEF
Papua took the opportunity to introduce and explain UNICEF programmes in the
province.
