NATURAL DISASTERS
Earthquake in Molucca Sea, Moluccas
The Meteorology and Geophysics Agency (BMG) reported on Wednesday (12
November) an earthquake measuring 5.7 on the Richter Scale, centered 52 kilometers
beneath the Molucca Sea, about 124 kilometers northwest of Ternate. The tremor of
the earthquake was felt in Ternate, Manado and Tondano, however no damage or
casualties have been reported.
ACEH (Nanggroe Aceh Darussalam)
General Situation
Various local press reported that 5 civilians, one TNI soldier, and 33 GAM members
were killed as a result of violent incidents in Aceh province during the week.
Governor of Aceh, Abdullah Puteh, met with President Megawati on Wednesday (12
Nov.) to appeal for the Central Government's consideration in giving amnesty to some
2,000 former GAM members and sympathisers. According to the government,
President Megawati responded positively explaining that the issue would be further
discussed in a cabinet meeting regarding political and security affairs. Puteh also
urged the President to provide economic support for those GAM members who had
surrendered. 700 out of the 2,000 are currently under going skill-training at a
rehabilitation centre in Great Aceh District.
National TNI Commander, Gen. Endriartono Sutarto, stressed in a cabinet meeting
with parliament members on Tuesday (11 Nov.) that the up coming 2004 general
elections in Aceh would not succeed without the imposition of military emergency in
the province. Legislators advised the Government to put off the emergency status
once elections are complete. Meanwhile on Monday (10 Nov.), Gen. Sutarto
announced the replacement of Aceh's current Military Operation Commander, Maj.
Gen. Bambang Darmono, with Brig. Gen George Tuisutta who was one of Indonesia's
representatives in the late Joint Security Committee (JSC).
Population Movement
IOM reported that as of Tuesday (11 Nov.), the total number of IDPs in the province
decreased to 2,342 families (9,933 persons) in 10 sites within 6 districts.
A local newspaper, Waspada, reported on Sunday (9 Nov.), that 425 persons (106
families) returned to their villages in Kaway XVI sub-district of West Aceh district after
sheltered in a government camp of Alue Peunyareng, Meureubo sub-district for the
past 5 months. Officials provided food assistance to the IDPs for a week to help
resume normal living conditions.
CENTRAL SULAWESI
General Situation
A local newspaper, Radar Sulteng, reported on Wednesday (12 Nov.), that a bomb
exploded in Tentena on Tuesday (11 Nov.) at 11:45 local time at a representative of
Omega company. No casualties were reported and local police confirmed that it was
only a low explosive bomb.
MALUKU
General Situation
A local newspaper Ambon Ekspress reported on Monday (10 Nov.), that two inter
communal acts of violence occurred on Ambon Island on 8 and 9 November. Two
kiosks were destroyed. The situation is now under control and police investigations
are underway.
Ambon Ekspress reported on Thursday (13 Nov.), that a bomb exploded in Nania
village, a suburb of Ambon city, on Wednesday (12 Nov.). The Head of TNI for Ambon
island, Lt. Col, Yudi Zanibar, stated that the bomb was possibly one of the old
explosives left behind during the civil conflict. No casualties were reported.
A local newspaper Info Baru, quoted the Commander of TNI for Maluku, Maj. Gen.
Agustadi Sasongko, on Monday (10 Nov.), saying that approximately 200 standard
and homemade weapons were still in the possession of the community.
Population movement
Info Baru quoted Governor of Maluku, Albert Karel Ralahalo, on Wednesday (12 Nov.),
saying that the Maluku Government needs IDR. 500 billion (USD 60 million) to settle
issues pertaining to approximately 38,000 displaced families. The Governor added
that one of the main factors that make it difficult to sort out the IDP issues was lack of
financial resources.
Info Baru reported on Wednesday (12 Nov.), that 14 boatmen suspected to be
originally from Turkey and possible asylum seekers landed at a port in South East
West Maluku (MTB) district. After initial investigation by MTB police, Maluku
Immigration office requested Jakarta office to notify the Turkish embassy accordingly.
Assessment
CARDI visited Ambon city and Seram island to assess its supported activities, such
as community committee, school committee, youth coordinator and the participants
of living values and health training for youth in Hulung-Kasieh village, Taniwel
sub-district of Seram island, as well as youth centers (funded by ECHO and AusAid)
in Pohon Mangga, Passo and Hutumuri villages of Ambon island.
UN OCHA Maluku went to Waai village of Central Maluku district to assess the
progress of reconstruction in the area. It was noted that sources of clean water, public
washing facilities and sanitation facilities in schools were urgently needed.
Food Security and Agriculture
Mercy Corps funded its local partners (Koperasi Serba Usaha Bina Usaha Kecil,
Yayasan El Fo Mas, Yayasan Pengembangan Tenaga Kerja and Yayasan Itrat Abadi)
to distribute seeds and tools to 982 household on Ambon island and South East
Maluku district.
Through its local partner, Rinamakana, WFP distributed 15,12 MT of rice for 378
persons in Waai village of Central Maluku district.
From 6 to 15 November, AcF conducted food and nutrient survey in several villages on
Buru and Ambon islands.
Health
AcF conducted the second health education on malaria disease for communities at
11 villages in North East Buru and North South Buru sub-districts of Buru island.
IMC conducted job training on administration of immunization techniques for staff from
six health centers and five community health centers in Kobisonta sub-district of
Seram Island.
IMC conducted two health education sessions on diarrhea, malaria and healthy living
patterns in Taniwel and Kobisonta sub-districts of Seram island. A total of 561
participants attended the sessions. IMC also treated 958 people in Seram and Buru
islands.
The Indonesian wire news, Antara, quoted the Head of Maluku Provincial Health
Deaprtment, Dr Ristianto Sugiono, on Saturday (8 Nov.), saying that the Health
Department needed IDR. 1,47 billion (USD1,7 million) to overcome the spread of
rabies in the region. The central administration on rabies control has agreed to provide
funds to procure vaccines. Meanwhile according to Info Baru on Wednesday (12 Nov),
some 7,000 animals (including dogs, cats and monkeys) belonging to communities in
Amahai, Masohi and TNS sub-districts had been vaccinated in an attempt to control
the spread of rabies in Central Maluku district.
Water and Sanitation
Mercy Corps funded two LNGOs, Dian Mayapada and Yayasan Hasan Soleman, for
water and sanitation projects on Seram and Ambon Islands. The projects will benefit
576 families.
Education
Mercy Corps funded an LNGO, Yayasan Darul Ulum, for distribution of school
equipment for 524 children in West Seram sub-district of Seram island.
From 10 to 14 November, CARDI conducted a training on living values and health
education for 25 participants from youth center in Hulung-Kasieh village, Taniwel sub
district of Seram island.
SC UK conducted the second two-day workshop on new methods for implementation
of the Government's Competency Based Curriculum for teachers and school
supervisors from SD Tomalima, Passo, SD Yakobus, SD Belso and Nurul Iklas in
Ambon Island.
NORTH MALUKU
Population Movement
The Provincial Office of Social Department reported that 375 returnee families from
Bitung of North Sulawesi arrived on Thursday (13 Nov.) with KM Raflesia vessel in
Ahmad Yani Harbor in Ternate.
Assessment
CORDAID and UNOPS conducted assessment with 3 LNGOs for Community
Infrastructure Programme funded by UNOPS in 33 villages in Weda and Gane Timur
sub-districts from 12 to 15 November.
Health
Under its Community Rehabilitation Initiative (CRI) programme, CARDI monitored its
projects and conducted training on Health and Hygiene in Gane Barat sub-district.
Education
WVI conducted an evaluation of its peace event activities in 4 elementary schools in
Tobelo sub-district on Thursday (6 Nov).
WVI monitored and conducted evaluation of the activities in 3 Happy Houses in Tobelo
and Galela sub-districts on 6 and 10 November. WVI also distributed material for
Happy House in Soakonora of Galela sub-district on Monday (10 Nov).
WVI distributed the 4th edition of its magazine to 7 elementary schools in Galela
sub-district on Monday (10 Nov).
WVI conducted staff training on Child's Right Convention in Tobelo sub-district from 11
to 12 November.
Under its European Union School Reconstruction programme, CARDI conducted
one-day workshop with Provincial and District Education Department on Thursday (13
Nov). Topics covered in the workshops were present and future programmes,
development of criteria for reconstruction of school, selection of site, and provision of
teachers and books.
UNICEF is monitoring distribution of School-in-a-Box and Textbook to several schools
in Bacan and Obi sub-districts. UNICEF is also assessing the existence of youth
networks as the preparation for its upcoming project on recreating a province wide
youth network with an LNGO, Kalesang.
Economic Recovery and Infrastructure
IRD designed economic empowerment projects in 9 new villages in Bacan and Obi
sub-districts.
Through its local partner, Baileo Maluku, CORDAID conducted a training on
community capacity, proposal writing and decision making from 10 to 14 November in
Labuha of Bacan sub-district. Staff from 6 LNGOs, CORDAID and UNOPS attended
the training
Others
Under its Informed Decision Making (IDM) Programme, CARDI conducted monthly
radio talk show and the theme for this month was 'Peace is Beautiful'. CARDI also
conducted an evaluation programme and held discussions with Provincial
Communication Bureau, Provincial Nation Unity and Community Protection
(KesbangLinmas), Head of Social Department, and an LNGO, LinTas, on Tuesday (11
Nov.). From 12 to 13 November, field programme evaluation activities also took place
in 7 villages in Jailolo and Oba sub-districts.
PAPUA
General Situation
A local newspaper, Cenderawasih Pos, reported on Tuesday (11 Nov.), that five
people were killed and one was missing during an attack by a OPM group led by Titus
Murib in Sugapa of Paniai district last week. On Monday (10 Nov.), a team from
BRIMOB was deployed to the area to search for the attackers.
During the reported period, various local media reported that the Government warned
the people for holding a ceremony in commemoration of the death of the former
chairman of the Presidium of Papuan Council, Theys Hiyo Eluay.
During the reported period, various local media reported that Local Government
banned the celebration of the independence of West Papua on 1 December.
