The LEDAC Angel ProjectObjective To establish electronic linkages among executive and legislative offices involved in LEDAC activities. Elements The Project consists of the following components:

Contractor Prime Systems Plus, a local supplier of Digital brand of computers won the contract to supply computer and networking equipment for LEDAC's computer networking project. The special bidding committee composed of representatives from ANGEL Project's participating agencies awarded the contract to Prime based on the recommendation of an inter-agency technical working group which evaluated the bidders' proposals. The technical working group was assisted by consultants from NEDA, the National Computer Center, and an independent IT professional hired by LEDAC. Due to budget constraints on the part of LEDAC, the bidding committee, through the technical working group, negotiated with the winning bidder to arrive at a workable start up solution for implementing the ANGEL project. As a result, some hardware and software components were not included in the contract with Prime Systems Plus. The contract included hardware maintenance with a standard warranty of three years. Also included was the installation of local area networks in each server site and end to end system testing of WAN connectivity. Equipment A complete set of computer and networking equipment was installed at each server site while computer systems with modems were distributed among dial in user connecting to the network through a remote access server located at the LEDAC site. A total of four servers, 14 workstations, four printers, and required networking equipment were installed at the different network nodes. Applications Due to budget constraints, however, only the hardware and networking components were implemented. The planned document management system was not acquired and hence only the web and e-mail applications were implemented using the available Internet technologies bundled with the operating system (Windows NT). A prototype web application was developed at the LEDAC node and replicated at the different server sites. Two LEDAC personnel were sent for training on networking and Internet technologies using the Microsoft Windows platform. A continuing program of training is being implemented for the representatives of the participating agencies n the project. Software maintenance and upgrade are implemented to enable software applications to make use of the latest operating system and application software capabilities. |
