Proposed Agenda for the 84th LEDAC Meeting and the 1st under the Estrada Administration

The LEDAC Agenda Forecast

NEDA DDG Raphael P. M. Lotilla presented the proposed agenda for the 84th LEDAC meeting. The agenda items were selected to put focus on the urgency of addressing the impact on the Phillipines of the global economic problem and to restore investors' confidence in the Philippine economy.

Agreements:

· Nov.5 as the target date for the 84th LEDAC meeting

· The proposed agenda for the 84th meeting is as follows:

I. For Discussion

A. Briefing on the Economy

B. The President’s Proposed 1999 Budget

II. For Information

A. Activation of the LEDAC Committee on the Common Legislative Agenda (CLA)

III. Other Matters

· The item for re-activating the TF on CLA will be changed from an item for Consideration rather than for Information. Likewise, the DG suggested that the TF be renamed as a Committee to reflect the change in status of the group as a regular part of the LEDAC process.

2. The LEDAC Secretariat presented the proposed Agenda forecast for the 4th quarter 1998 and the first 2 quarters of 1999.

Agreements:

· The 85th meeting was tentatively scheduled for the 1st week of December 1998 with the following proposed agenda:

I. For Discussion

A. Action Plan on Food Security

B. The President’s Anti-Poverty Program

II. For Information

A. On-Going Infrastructure Projects

· Since the LEDAC Committee on CLA is to be reactivated in the 84th LEDAC Meeting, DDG Lotilla suggested frequent updates on the CLA in subsequent Council Meetings

· The 86th meeting to be scheduled for the 1st quarter of 1999 with the following proposed agenda:

I. For Discussion

A. Current Defense Initiatives

B. PNP Modernization Program

II. For Information

A. Update on the Review of the Constitution

· DG Medalla instructed the Secretariat to prepare another forecast for the 2nd quarter 1999. DDG Vicerra suggested that the "Small and Medium Enterprises (SMEs)" be included in the said agenda.

Alternative Modes in the Conduct of LEDAC Meetings

The Secretariat presented the alternative modes in the conduct of LEDAC meetings.

Agreements:

· The EXCom group adopted the suggestions of the LEDAC Secretariat and will endorse the same for the approval of the Council proper.

· LEDAC Committees will be formed on topics of special concern with 3 Senators and 3 Congressmen and 3 cabinet Secretaries for members. The chairman will be the Executive Secretary

· The Task Force on Oil Deregulation will be renamed the LEDAC Committee on Power Sector reform.
