Highlights/Agreements

I. FOR ADOPTION/APPROVAL
  A. Highlights of the 12th Meeting of the LEDAC Ex-Com 1. LEDAC ExCom Chair Felipe M. Medalla called the meeting to order at 2:47 pm and presented the highlights of the previous meeting.
    2. The highlights of the previous meeting LEDAC ExCom was adopted with no corrections.
II. FOR DISCUSSION
  A. Assessment of the 1st LEDAC Meeting under the Estrada Administration 1. It was the consensus of the group that the first meeting was long and dragging. Thus, the following measures would be considered in order to limit the length of the meetings:
    a) Limit the agenda to 2 items. 1 item would be the status of the CLA which would be assigned to the PLLO;
    b) Agenda items be selected on it’s relation to the anti-poverty or pro-poor objective of Government in order to get the President’s interest and support;
    c) The current LEDAC Common Legislative Agenda (CLA) should be updated to meet the Administration’s pro-poor objectives; and
    d) Agenda items having technical aspects should be taken up in the LEDAC ExCom or Task Forces.
    2. Likewise, there is a need to closely monitor the following legislative measures included in the LEDAC CLA which are still being deliberated by Congress:
    a) Countervailing Measures;
    b) Development of EcoZones;
    c) Clean Air Act;
    d) General Banking Act;
    e) Regional Headquartering; and
    f) Power Sector Restructuring.
  B. Suggested Agenda for the 2nd LEDAC Meeting 1. CPBO DG R. L. Neri stressed that LEDAC is not limited to the CLA as stated in the law creating LEDAC. He suggested therefore for the LEDAC to tackle the Medium-Term Philippine Development Plan (MTPDP) focusing on the pro-poor/anti-poverty aspects of the plan.
    2. It was agreed that the next set of LEDAC CLA should anchor on the MTPDP’s pro-poor/anti-poverty aspects.
    3. Since the MTPDP will be formally presented during the NEDA Board Meeting on 25 May 1999, it was agreed that the 2nd LEDAC Meeting under the Estrada Administration will be held on 03 June 1999.
III. OTHER MATTERS
  A. LEDAC Task Force on Power Restructuring 1. It was agreed to propose to the Council a Task Force on Power Sector Reforms in order to address issues and concerns on power restructuring.
    2. The Task Force will chaired by the Department of Energy and vice-chaired by the National Power Corporation.
    3. It was also agreed to request the Senate President and Speaker of the House to nominate their respective members to the Task Force.
    4. It was noted that the Task Force will be more effective if the Senate and House Committee Chairs concerned will be nominated together with the Senate and House Committee Chairs on Privatization or Public Enterprises.
    5. There being no objections, the meeting adjourned at 3:37 pm.
