 HIGHLIGHTS/AGREEMENTS

 I.               FOR ADOPTION/APPROVAL

           With DG Felipe M. Medalla presiding, the Third LEDAC Executive Committee meeting was called to order at 10:43 a.m.  Director Ronald R.  Golding led the opening prayer.

           A.          Highlights of the 13th meeting of the LEDAC Executive Committee

 1.                The highlights of the 13th LEDAC Executive Committee meeting were adopted without revisions by the body.

 II.                 FOR DISCUSSION

 A.          The LEDAC Agenda Forecast for 2000

 1.                The LEDAC Executive Committee agreed on the following agenda forecast for the first quarter of 2000:

 (a)               January

(1)   Power Sector Issues (for discussion)

(2)   Status of the Year 2000 Budget (for information)

   (b)              February

 (1)      Early Assessment of Revenue Performance for Year 2000

(2)      Status of Collection/Utilization of Proceeds of the Sale of Military Assets in the Philippines

(3)      Status of Re-engineering Activities of BIR/BOC (as well as other revenue-generating agencies)

      (c)          March

         (1)     Economic Assessment of/Prospects for Year 2000 (including the 999 Socio-Economic Report)

III.              OTHER MATTERS 

 1.                 Responding to the query of the DG regarding the proposal to create a LEDAC Task Force on Power Sector Reforms, Director Golding is of the view that some members of Congress may find difficulty with this approach.

2                 Since the ARMM bill will be considered in the 31 January 2000 meeting of the National Security Council, the body decided to remove the same from the LEDAC agenda forecast.

3.                On Year 2000 GAA agenda item in the LEDAC, a sentiment was brought outthat given the present dynamics in the Bicameral Conference committee, discussions on this subject may be counterproductive since openly discussing the matter could just harden the positions of those for and against the issues impinging onthe passage of the said measure, especially on the issue relative to the sourcing of the IRA.

 4.                 On CPBO's suggestion to include an agenda on investor confidence in the March meeting of the Council, DG Medalla is of the view that this could be captured in the discussion on economic assessment of /prospects for year 2000.

 5.                 With regard to the grains sector development program, the body is of the view that such reforms would have a better chance of succeeding if the President is comprehensively and clearly briefed on the matter.  Both Houses of Congress support the reform initiatives, including the restructuring of NFA.

 6.                 The body agreed to move the proposed Fourth LEDAC Council meeting from 19 January 2000 to 26 January 2000 or later.

 7.                 It was the view of the body that facilitating the required reforms in the power and banking sectors would enhance the country's chances of disbursing US$ 200 million from WB and ADB.  Additionally, certification of the bill restructuring the NFA may dispose the ADB to release US$ 30 million while an additional US$ 100 million may be realized from the Public Sector Reform Loan Program if the re-engineering bill is passed by mid-year.
