COLLABORATIVE ACTIVITIES
BETWEEN LEDAC SECRETARIAT AND THE PHILIPPINE INSTITUTE FOR DEVELOPMENT STUDIES THE
LEDAC The Legislative-Executive Development Advisory Council (LEDAC) was created by virtue of Republic Act 7640 signed into law last 9 December 1992. It is an advisory and consultative mechanism to ensure consistency in coordinating executive development planning and congressional budgeting. Likewise, it provides the mechanism for generating consensus among the different sectors of the economy on various socio-economic concerns. The LEDAC serves as a consultative and advisory body to the President on programs and policies essential to the realization of the goals/objectives of national development. THE SECREATRIAT As
contained in the Implementing Rules and Regulations (IRR) of
R.A. 7640, a Secretariat was created to oversee and coordinate the
provision of the overall technical and administrative support to the Council.
The Secretariat shall also perform the following functions: ¨
Provide of technical and
administrative support to the Council and its sub-committees, if any; ¨
Determine and prepare
agenda for and the minutes of the Council meetings; ¨
Be the venue for the
initial processing/discussion of issues prior to deliberation by the Council; ¨
Receive and prepare
communications pertinent to the work of the Council; ¨
Manage and maintain of
official records of the Council; ¨
Prepare the annual budget
of the Council; ¨
Prepare reports as
required by the Council; and, ¨
Perform other duties as
may be assigned by the Council. DIRECTIONS
AND ACTION PLANS
Recognizing the need for the LEDAC Secretariat to respond to the shifts in approaches by the Office of President in managing the Common Legislative Agenda, the LEDAC Secretariat has explored the possibility of undertaking collaborative activities with the Philippine Institute of Development Studies (PIDS) in shepherding the common high priority bills of the Administration and the legislature. As the locus of discussions on the bills has shifted to smaller and more informal group meetings chaired by President Estrada, this enables the LEDAC Secretariat to rechannel its energies and activities to pursuing more research-oriented, than secretariat-oriented, activities in shepherding priority bills. Likewise, the ongoing activities of PIDS geared at directly providing technical assistance to the members of the legislature on specific topics of legislative interest could be harnessed to assist in moving forward bills included in the Common Legislative Agenda of the LEDAC. SECRETARIAT – PIDS COLLABORATIVE ACTIVITIES During the NEDA Management Forum (NMF) 1999, one of the highlights of the meeting was a call by Secretary Medalla on the LEDAC Secretariat to mainstream the activities of the LEDAC into the NEDA family’s work program. Relative to this, Secretary Medalla suggested the possibility of having a LEDAC-PIDS Technical Working Group (TWG) which will collaborate on policy analysis of legislative measures contained in the LEDAC Common Legislative Agenda (CLA). PIDS, as one of the premier research institutions in the country, was identified as the agency that can help the LEDAC Secretariat in shepherding priority legislations contained in the Common Legislative Agenda (CLA), i.e., through the conduct of research activities, discussion fora and provision of technological support for easy access to pertinent information via the Internet. The resulting information can be used by the legislators in resolving technical issues pertaining to priority economic reform measures deemed necessary in achieving the vision and objectives/goals/targets of Angat Pinoy 2004. In response to the suggestion of the DG, the LEDAC Secretariat has coordinated and conducted a series of meetings with the officials of PIDS to draw up the mechanics for cooperation between the LEDAC Secretariat and PIDS. OBJECTIVE The collaborative activities between LEDAC Secretariat and PIDS aim to develop mechanisms and avenues to support the shepherding of priority legislations contained in the Common Legislative Agenda (CLA). METHODOLOGIES Initially,
the activity may utilize the following methodologies, among other things: 1.
Provision by PIDS of resource persons on specific legislative/bills
issues in meetings or fora; 2.
Conduct of research activities by PIDS on specific legislative issues in
close coordination with the LEDAC Secretariat; 3.
Provision of access to LEDAC on PIDS’ research studies/papers on LEDAC-related
legislation; 4.
Sharing of policy notes on specific legislative issues; 5.
Conduct of roundtable discussions/fora on legislative bills in the CLA;
and 6.
Establishment of joint LEDAC and PIDS linkages between databases on
legislations between the LEDAC’s ANGEL Project and PIDS database. The aforementioned activities will be organized by the LEDAC Secretariat in close coordination with the Philippine Institute for Development Studies (PIDS). BUDGET
REQUIREMENT Expenses
to be incurred in the conduct of the above-mentioned activities may be charged
against LEDAC funds subject to existing accounting and auditing rules and
regulations. |
