At this time, I want to extend the Department’s congratulations to Brother Leo F. Kennedy, PCC in receiving the Meritorious Service award with gold star at the 120th National Encampment held in August 2001. Brother Kennedy received this well deserved recognition for his tireless efforts in promoting and re-developing the National Grave Registration program to use modern computer technology. Since developing this new system, literally thousands of Civil War veterans’ graves are now registered with the National Order and within the Departments and Camps compiling the data.

The following paragraph is the excerpt from the National Council of Administration vote in approving the service award to Brother Kennedy. "In a Council of Administration Boardroom vote called by Commander-in-Chief Edward J. Krieser on June 4, 2001, the Council of Administration voted to award the Meritorious Service Award with Gold Star to Brother Leo Kennedy for his exemplary work as National Graves Registration Officer. The motion was approved by a margin of five to four, with all agreeing Brother Kennedy deserves recognition for his efforts."
