Governor George Arnaiz is a lawyer by profession. He completed a Bachelor's Degree in Political Science from Silliman University in 1971 and earned his Bachelor's Degree in Law from the same university, with Latin honors, in 1982. After passing the bar in the same year, Governor Arnaiz went into active private practice.

His political life began when he was elected Provincial Board Member in 1988. He ran for the vice- governor's post in 1992 and won. As the presiding officer of the Sanggunian, he worked for the passage of local legislation in aid of provincial development programs. He established networks and linkages and assisted in the organizational formation of the League of Vice Governors of the Philippines (LVGP). He was elected the Governor in 2001.

He is likewise active in various civic organizations, notably the IBP-Negros Oriental Chapter, the Dumaguete Port Users Association, Amateur Boxing Association, Rotary and businessmen's conferences.
