Governor Teddy Baguilat, with roots that run deep in the highlands of Ifugao, is a Bachelor's Degree holder in Mass Communications from the University of the Philippines. He shuttled after graduated between private communications practice and public service. He joined the DENR for a time then worked as a researcher for GMA-7 and Reporter for People's News Service until 1989. He joined the Philippine Ecological Network in the early 90s. As a private citizen, he founded the Pamhod hi Biag Foundation, a welfare organization that fights for children's rights, the disabled and disadvantaged sectors.

His political career started in 1992 when he was elected councilor of the Kiangan municipal government. In 1995, he won the mayoralty race and served as Mayor from 1995 to 2001. He won the governorship of the province of Ifugao in 2001.

His numerous awards included the 1996 Dangal ng Bayan Award from the CSC and the Most Outstanding Mayor Award from the Baguio Midland Courier. A strong supporter of the cooperative movement in the Kiangan and Aguinaldo areas, he was instrumental in the establishment of the Kiangan Kahigayan Multi-Purpose Cooperative, an agricultural and marketing enterprise in Ifugao.
