Governor Joecab is an AB-Political Science and Law graduate of the University of Mindanao, Davao City (Batch '76). While still a student, he served as court interpreter and researcher for the Regional Trial Court of Davao City.

After college, Governor Joecab joined the academe for a time as college instructor, and then became law professor of a university and of St. Mary's College of Tagum City. He was similarly active in the organizational affairs of the IBP and the Concerned Lawyers Union, Mindanao chapters. He broke ground in public service when he became an OIC member of the Sangguniang Panlalawigan of Davao del Norte. He co-authored and pushed for the passage of landmark legislation in the province, a performance that resulted in his election to the vice-governorship in 1989. He was elected Governor in 1998.
