Governor Bobong Calingin is the 24th governor of the province. He is a BS in Marine Studies degree holder from the Cebu Central Colleges after attending a pre-medicine course at Xavier University in 1973. He obtained his Master's Degree in Government Management from the Pamantasan ng Lungsod ng Maynila in 1998.

He started his political career in 1982 by serving as Kagawad in the barangay of Claveria, then as barangay captain in 1986. After the EDSA Revolution, he was appointed OIC-Mayor of Claveria then elected to the same position in the next elections. He served for a total of 12 years as mayor. He became active in the affairs of the League of Municipalities.

Governor Calingin is the recipient of numerous scholarship and training grants in Japan, New Zealand, USA and Canada, the most significant of which are trainings in agriculture and local governance under the Canadian International Development Agency (CIDA) and the Asian Institute of Management (AIM). He is a member of various civic organizations, including Rotary, Jaycees and Golden Orchard.
