Governor Rosette Lerias is a holder of a Master's Degree in Speech and Drama from the University of the Philippines (Batch '75). She is a seasoned academician and educator, having been on the professorial rosters of La Consolacion College and the University of the Philippines where she taught extensively. She is connected with the following academic and research organizations: UP Corps of Professors from 1975 to 1984, American Studies Association of the Philippine 1984-1985, Speech Communication Association of the Philippines 1984-1985, Communication Association of the Pacific from 1981 to the present, the National Geographic Society from 1981 to the present, and the World Communication Association from 1984 to the present.
Governor Lerias is equally highly active in civic movements, notably the Girls Scouts of the Philippines. She sits as the Chairperson of the Philippine National Red Cross, Southern Leyte Chapter and a member of the PNRC Board of Governors. She is a military reservist with the rank of Captain and Commander of the 210th Coast Guard Auxiliary, PCGA. She was elected Governor of Southern Leyte in 1998.
Governor Lerias has reaped a number of awards and recognition for her training efforts in effective local legislation, participatory governance, and leadership as governor, the latter from CSC. Region VIII. She has participated in various national conferences, among them on food security, local administrative management, women's role in nation building, television production, acting, and teaching methodologies. Governor Lerias also shines in the artistic genres of theater and television.
