Governor Budoy Madrona is a lawyer by profession. He is a graduate of BA Degree in Philosophy from the University of Sto. Tomas and a Bachelor of Laws Degree from the University of the Philippines.

His professional experience took him to the field of construction and transportation, when he served as Contracts Manager for M. Al-Mojil Est (MME) from 1980 to 1987, and as General Manager for MBRS Lines, Inc. from 1990-1991.

After this episode, he ran for Congress and won, serving as representative of his province from 1992 to 2001. He was cited for his strides in legislation, particularly for his "sterling and skilled" performance as chairperson of the Committee on Acccounts. This award, conferred by the House itself through Resolution 159-A, is the first and only one of its kind to be given in the country. He was also named Most Outstanding Congressman for three consecutive terms by the Makati School of Journalism and
the National Media Statistics Research Division.
