ARTICLE VII, Nomination and Election

Section i, Attendance

All Alephs of the chapter are invited to attend elections, and shall receive proper notification of the event.

Section ii Procedure

a)       All alephs who wish to declare candidacy for a position must inform the Aleph Godol at least five days prior to the election.

b)       No seconds for declarations and nominations are required.

c)       All candidates must be present at the elections.

d)       The Aleph Godol shall prepare an agenda and ballots for the elections.

e)       There shall be a candidates question period prior to the election, where the Alephs of the chapter will have an opportunity to question the caucusing candidate.  The order of the question period shall be in descending order of command, but the chapter body may address questions to the candidate of their choice.  This question period shall be mediated by the Aleph Godol, and he may choose when to end this period.

f)        After the question period, the chapter must move into elections.

g)       The caucusing candidates must line up and the Aleph Godol may accept nominations.

h)       The order of speeches goes from declared candidates to nominated candidates.  The speech order shall be in alphabetical order unless the candidates wish to draw lots, or play “rock, paper, scissors,” or “shoot, load, block.”

i)         The Aleph Godol shall set a time limit for all speeches.

Section iii, Analysis of Ballots

                a) The Aleph Godol and the Aleph Kohane Godol, along with an advisor, shall leave the voting area to count the ballots.

b) All people present get one vote except the Aleph Godol.

                c) If the total number of ballots doesn't equal the total number of voting delegates, the entire ballot shall be considered invalid, and a new vote shall be taken.

                d) Mis-marked or damaged ballots shall be considered invalid.

                e) If no single candidate obtains a majority, then:

                                1. If there is a two-way tie with only two candidates running, the Aleph Godol must cast a vote to break the tie.

                                2. If there are three candidates remaining, the candidate with the least number of votes is dropped.

                                3. If there are four or more candidates in the running – The Aleph with the highest number of votes is selected to remain on the next ballot.  Other Alephs are selected to remain on the ballot in a descending order of number of votes received, until 50% of the ballots have been accounted for.

                                E.g. 25 votes — 13 majority

                                Candidate A 10

                                Candidate B 7

                                Candidate C 5

                                Candidate D 3

Candidate A remains on the ballot, as he has the highest number of votes.  Candidate B also remains, because the 13 required for majority has not yet been surpassed.  After Candidate B has been selected to proceed, the total number of ballots accounted for is 7 + 10 (17), and the 13 required for majority has been surpassed, thereby dropping Candidates C and D from the next ballot.

On the occasion that candidates B and C have an equal number of votes, only candidate D is dropped.

f) On the occasion of a second ballot, the election procedure shall be repeated as outlined in Article VII, Section ii l, and Section iii

Section iv, Post-Election

a)       The name of the winner is announced by the Aleph Godol. The tally of votes is never disclosed.

b)       All ballots must be destroyed, except one marked with the winning Aleph’s name, which may be presented to the winning candidate.

b)       In the event that the Aleph in question does not respond to any attempts to curb his violations, the Chapter Aleph Godol may call a Board Meeting (or a special meeting of the executive board excluding the Aleph in question if he holds a position on the executive board).  After extensive discussion, the Aleph Godol must call for a vote to call a special meeting in order to expel the Aleph in question.  For a Special Meeting to be called, there must be a unanimous board decision, including the support of the Aleph Godol.

c)       If there is to be a special meeting, all chapter Alephs excluding the Aleph in question are to be invited, and the executive board shall submit a motion to expel the Aleph. There will be a silent ballot and this motion requires a two-thirds majority vote to pass.

d)       Expulsion results in the retraction of the person’s membership in Mandel Bloomfield and that person shall no longer be considered an Aleph.
