Here we find a unique mixture of several types of governmental forms..... And this is not ment as the last word but a general overview of how I personally see this type of Government working...

Each governmental group would be a sort of Cell... operating to support each other but under different Structural types.

The First Group or smallest Cell would be a democratic society that everyone would live in. This is a locally controlled group of people that takes on the responsibility of Elementary Education, Policing the community, and regulating the daily Commerce and lifestyle within the Community. The Police Force to be made up of every individual returning from their manditory two year service in the Republic Army, for a period of One Year. This would mean that the police force would be around 20 to 21 years old, of course there would also be people who make a career out of this life style.

Ideally marriages should be discouraged until compleation of all service to the Republic Army and Democracy policing. Any city or corporation not meeting a minimum of 20,000 people should be organized with other local smaller cities to form a corporation permitting equal Representation in the Republic. But no community should exceed 250,000 people.... this keeps the democratic system working smoothly...

assemblys to be overseen by a Mayor, with senate experience, with term limit of not more than three five years terms.

The Second Group, or second cell should be made up of several Communities, or Corporations to form a Republic... These Republics should train the standing Military Force of members... Each military member to spend six months of there required two year service in deployment of the Federations choosing.
The Republic should be in charge of the Higher or secondary Education system. There main concern to be in protection of the welfare of all Communities in thier Republic. No community should maintain an individual Army so as to prevent Waring between cities....

The make up of this governing body should contain one Senator from each Community elected by majority. The Overseeing Govoner for this party should be a person with Mayoral experience, not to exceed two four year terms.
A Senator should be selected such that each year one third of the body is up for election, and they should serve no more than three, three year terms.

The Third Group, or third cell is the Federation. This being a group of ideally experienced Govenors or Mayors which have fullfilled a full two terms of office. Each Republic would send two Represenatives to the Council as a life long appointment, or Resignation, whichever is first.
The President should be step up from the Vice Presidency for a full eight year term.... after this term his chair on the Federation is resigned and he becomes a member of the Presidencial Counsil, also life long with no resignation. When the Vice President steps up into office as President, a new vice President should be selected by Democratic vote of all Community Members from the selection of Federation members. At mid term the Vice President should begin to transition into the Presidency, This creating a very stable transition.

The Federation should be concerned with Higher Lerning beyond High school.... a unified Commerce system, as well as protection of all Republic members.

The goal here is that majority power lays nearer the bottom of government rather than at the top.....
