US expects you to use a visa that is appropriate for your plans: if you plan to work, you need a work visa; if you plan to attend school, you need student visa, etc.
If you use visa that is not appropriate for your plans, you are committing a visa fraud.
For example: if you plan to get married and immigrate to US and you use tourist visa to enter.
Another example: if you plan to work in US, but use student visa, and then never attend classes.
And so on...
It is legal, however, to change your plans after entering US. In that case, INS provides you with options to change your status.
If you honestly change your mind about your plans, make sure you think it over carefully, and don't act on your new plans too fast. Otherwise it might appear that you have been planning the change all along.
