Sorry for the delay, but could you confirm the name of
the registrar above? As I mentioned in my email of
yesterday, I went to the Western Union office as you
directed me, but was told that they would be unable to
send my money to that person. Something about a
'restricted access list' or somesuch. I will be in
contact with somebody more senior in their
organization today and will let you know how that
progresses.

I have more information on this whole Western Union
