Rei was born to a middle class family in the city of Midgar. She was the youngest daughter of Marion and Patrick Hino and had an older sister named Jordan. Rei's mother died two years after she was born, and as a result Rei grew amazingly close to her father. Rei was rather tomboyish and klutzy, while her sister was graceful and beatiful. Rei always wanted to be like her sister, so you could say that Jordan was here role model. Rie had a relatively happy childhood, untill her family was murdered. After that she became depressed and withdrawn, refusing to talk, eat or leave the house. When she met Zangan, everything changed. He told her that life wasn't worth living unless she was truly happy and she told him that she wouldn't be truly happy untill whoever killed her family was dead. Zangan then taught Rei how to fight, and she quickly became one of the best. As she grew, she bacame more social, but still had major problems trusting people. After 9 years of training Zangan had one more thing to tell her and that was that it was Rufus Shin-Ra that killed her family. With a new purpose and outlook at life Rei set out to take revenge for her family.

Rei is based of of Rei Hino from Sailor Moon and Tifa Lockheart from FFVII. She looke more like Rei, but dresses and fights like Tifa. Her usual outfit is a black skirt with a white tank top. She wears opera length black gloves and black boots. Her Turk uniform is a little different though. As oppossed to the dark blue pant-suit Rei wears a short blue skirt with two slits in the front, a blck vest over a white button up shirt and a blue jacket to match.
