Moshe summons Heaven and Earth as witnesses of his warning to Israel to keep the Torah. (verses 1-6)
The Torah is like rain.
Hashem's work is perfect; His ways are just.
Every sin is the fault of the sinner, not Gd.
Moshe reminds the People of Gd's kindnesses. (verses 7-14)
He assigned property to the nations.
He chose Israel from the nations.
He watched over Israel in the wilderness.
Moshe prophesies that the people of Israel will sin and rebel. (verses 15-18)
Forsaking the "Rock of his salvation."
Choosing alliances with nations over Hashem.
Making offerings to other gods.
The punishment (verses 19-25)
"I will hide My face."
"I will have their rights invaded by non-peoples; I will cause them grief through a withered nation."
War, starvation, sickness, death, wild beasts, terror against all.
Hashem desists from the destruction (verses 26-35)
Oppressing nation mistakenly think they are favored by Heaven.
Comfort for Israel and promise of retribution against oppressors. (verses 36-43)
"Gd will judge His people and reveal Himself in a changed decree..."
Healing, life, restoration...
"Therefore, O nations, make His people's lot a happy one,
For He will avenge the blood of His servants,
And He will turn back vengeance upon His enemies,
And His people will atone for His world."
Moshe and Hoshea ben Nun spoke the words to the people.
Hashem told Moshe to go up to Mount Nebo in order to view the Land and die on the mountain.
Moshe is reminded of Aharon's death and the of the transgression of the two of them at the waters of Kadesh.
"For only from afar shall you see the Land; you will not come there, not to the land that I am giving to the sons of Israel." --Dvarim 32:52
