clause as extraposed subject
Rule: An extraposed
non-finite clause requires an active verb.
Examples of errors:
(1) It must be tried to find him.
(2) It was suggested to go ahead with the project.

Most verbs do not allow
extraposition of an infinitive subject in the passive, although an extraposed
finite clause is acceptable, e.g.:
Decide is an exception to this rule:
It was decided to go ahead with the project
